Site work and paving for a road / highway in Wahpeton, North Dakota. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
Proposed project to connect the Wheatland Road Shared Use Path from 11th Street to 4th Street and eventually Kidder Road. The shared use path would be a 10 ' wide path with 4" of bituminous pavement, and 6" of aggregate. Three options were considered for routing the path. Each option has advantages and disadvantages. Unit costs for the project are estimated at $216 per lineal foot of path, approximately five percent over the Wheatland Road Shared Use Path Cost. Proposed project is compatible with the TAP Grant Program. Below is a description of the three options. Option A proposed route includes extending straight east to 9th Street North. Path to extend south on the west side of 9th Street North. Path would extend east to 4th Street on back side of properties bordering 18th Avenue North. This route has the most advantages. There is existing City ROW between Cenex and Colonial Rental Property. The disadvantage of this route is the pathway crosses the trunk watermain and 21 inch force main. Pathway length is 2,991 lineal feet. Estimated cost is $646,056. Option B proposed route includes new path straight east from 11th Street to back side of Colonial Rental Property, path would then extend south to the mobile home park property and continue east to 9th Street North. The next segment of pathway would extend east to 4th Street on backside of properties bordering 18th Avenue North. The advantage of this option is the route doesn't cover as much of the watermain and force main adjacent to 9th Street North. The disadvantage of this option is it does not provide the most direct route to 4th Street North. Pathway length is 3,169 lineal feet. Estimated cost is $684,504 Option C proposed route includes new path straight east from 11th Street to 9th Street. At 9th Street pathway would continue east between Armory Property and WCCO Property to 4th Street North. This is the most direct route. The disadvantage of this route is the pathway route abuts the WCCO Belting Building. Pathway length is 2,490 lineal feet. Estimated cost is $537,840 All options require an easement from WCCO Belting to extend pathway on their property. Options A and B require an easement from Ottertail Power. Option C would require an easement from Interstate Engineering. This project is in included in the City of Wahpeton FY 2023-2027 Capital Improvement Plan (CIP). As of November 4, 2022, further details regarding design and construction have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
