Site work and paving for a mixed-use development in Blanchardville, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Water main, storm sewer and sanitary sewer construction, street excavation and base course construction, street asphalt pavement construction, and for curb & gutter and sidewalk construction, consisting of these approximate units: 8-inch Gravity Sanitary Sewer (2,600 lineal feet), 8-inch Water Main (5,200 lineal feet), Street Reconstruction (9,400 square yards), Storm Sewer (100 lineal feet), 30-inch Concrete Curb & Gutter (5,800 lineal feet), 4-inch and 6-inch Concrete Sidewalk (6,000 square feet), Grass Restoration (5,800 square yards), and Hot-Mix Asphalt Pavement (1,850 tons). The quantities and the main sizes are subject to change without notice prior to document distribution. Bidders must be pre-qualified with the Village of Blanchardville within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. Bidders must be pre-qualified with the Village of Blanchardville within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline construction. The Village of Blanchardville reserves the right to reject any and all bids and to waive informalities in any bid. Portions of this project are funded through a Local Road Improvements grant from the Wisconsin Department of Transportation. This project will be funded in part by USDA Rural Development and may be funded by the Clean Water Fund (CWF) and Safe Drinking Water Loan Program (SDWLP) established under Wisconsin State Statutes, as administered by the Wisconsin Department of Natural Resources. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE) and women business enterprises (WBE) are encouraged to apply and be used to the greatest extent feasible. Qualified DBEs will be included in the Unified Certification Program WisDOT UCP list. Program policy requires all bidders to show good faith efforts to solicit proposals from DBEs. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal governments policy of good faith effort for increased use of DBE businesses. A description of the policy and forms to be used are included in specifications. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract. Documentation of efforts is required. Funding under the CWF and SDWLP programs also requires all iron and steel products used in the construction of the project be produced in the United States (FFY 2014 Appropriations Act and/or Section 608 of the Federal Water Pollution Control Act (FWPCA)), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Federal Equal Employment Opportunity (EEO), The Offerors or Bidders attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specification included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractors aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.5% (Iowa County) Goals for minority participation for each trade = 0.5% (Lafayette County) Goals for female participation in each trade = 6.9% The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area, per the U.S. Department of Labor Wage and Hour Division May 29, 2009 Guidance. Scope- This project consists of street and utility reconstruction on multiple streets in the Village. The work consists of complete water main construction, sanitary sewer reconstruction, storm sewer spot repair, new crushed aggregate base course, new curb & gutter, new sidewalk, new asphalt pavement, and grass restoration along Mound Street from its intersection with Baker Street to CTH F, and Baker Street from its intersection with Mound Street to STH 78. The work on CTH F and STH 78 involves new water main and grass restoration . The alternate bid involves complete water main construction, sanitary sewer reconstruction, storm sewer spot repair, new crushed aggregate base course, new curb & gutter, new sidewalk, new asphalt pavement, and grass restoration on North Main Street from its intersection with Baker Street to Hill Street.
