Per the owner, as of September 18, 2024, an award has been made for this solicitation. The owner states that the project is funded by FEMA sothe design is on hold pending their review and approval. Therefore a timeline for construction is unknown. Closed solicitation has been included below for reference. .......... The City of Rancho Cordova (City) Public Works Department is soliciting Statement of Qualifications (SOQs) and proposals from qualified consultants to provide Civil Engineering Design and Environmental Services for the Monier Circle Stormwater Detention Basin (Basin). The Basin will address flooding problems identified since the 1990s along Sunrise Boulevard between Monier Circle and Mechanical Drive, a high-traffic, industrial area of the City of Rancho Cordova. This roadway floods during the 100-year, 24-hour event, and depth of flooding can reach 4-5 feet. Much of the flooding is due to a lack of capacity in the existing siphons that convey runoff out of this watershed under the Folsom South Canal-- a portion of the State Water Project operated by the Unites States Bureau of Reclamation. Increased stormwater detention capacity upstream of the siphons will reduce or prevent persistent roadway flooding. The Basin will be located on a City-owned parcel on Monier Circle, APN 07210100290000, see Attachment A.1 Project Map. The Basin will cover the entire parcel and provide approximately 12.1 acre-feet of storage during the 100-year 24-hour storm event. Design shall include a weir along the drainage channel on the south side of the detention basin. During large storm events, runoff in the channel will be diverted over the weir into the detention basin where it will be stored until the water surface elevations recede in the channel, then it will be pumped to the channel using a small sump pump. Invasive species of vegetation along the channel will be removed and native vegetation will be planted as feasible. The City received funding from the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program to fund this project through a two-phase cycle. Phase 1 scope of work will include environmental and historic preservation (EHP) actions, development of the 60 percent project design, specifications, cost estimates and the permitting required to construct the Basin. The consultant will assist the City with completing a final FEMA Benefit-Cost-Analysis using the updated costs. FEMA approval of Phase 2 is contingent on programmatic review of Phase 1 deliverables and Environmental and Historic Preservation (EHP) approval. Phase 2 scope of work will include development of 100 percent plans, specifications, cost estimate, and record drawings after construction. Phase 2 activities may not commence until the City receives written approval from FEMA. The City is seeking consultants with strong civil engineering design and environmental permitting expertise. The consultant should have experience filing permits with the California Department of Fish and Wildlife, the Unites States Army Corps of Engineers Section, the California State Water Resources Control Board, and the Central Valley Regional Water Quality Control Board. The consultant should have knowledge of the City and Sacramento County Standards, and FEMA Hazard Mitigation Grant Program Guidelines..
