Labor, Equipment and Materials Required to Remove and Dispose of Residuals and to Clean Primary Digester No. 2 (PD-2) at the Southern Water Pollution Control Facility (SWPCF). All bidders are strongly encouraged to obtain samples from the digester for testing to determine the precise % Total Solids by Weight of the contents to be removed. This sampling will only be allowed to occur on the day of the pre-bid and site conference. This contract will be awarded through a Fair and Open process pursuant to New Jersey Local Unit Pay To Play Law, Chapter 19, P.L. 2004 (as amended by P.L. 2005, c.51), N.J.S.A. 19:44A-20.4 et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C 17:27, equal employment opportunities, P.L. 1977, c.33, corporate and/or partnership ownership and P.L. 2004, c.57, business registration of public contracts.
