The project consists of furnish-ing all labor, materials, equip-ment, and other miscellaneous items for the above and below ground inspection, testing and preservation of wood poles on the City of Ellensburg Public Works and Utilities Department's wood utility pole distribution system. The project also involves the col-lection of data for each pole, deliv-ery of data and reports to the City of Ellensburg and adding grid numbers to all City of Ellensburg owned poles. All bid proposals shall be accom-panied by a bid proposal deposit in the form of a cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish a. satisfactory performance bond within the time stated in the con-tract documents, the bid. proposal deposit shall be forfeited to the City of Ellensburg. All documents received in response to this invi-tation to bid will become a mat-ter of public record subject to the Washington public disclosure act under chapter 42.56 R,CW, The City of Ellensburg in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A.
