THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, there are NO PROJECT PLANS OR SPECIFICATIONS AVAILABLE. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. In accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research, this Sources Sought (SS) Notice is for market research and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice is open to both large and small businesses. Small businesses are encouraged to respond. The Payette National Forest is conducting market research and seeking written responses with information to assist the Government in identifying potential sources that are interested and capable of performing the work summarized in the scope herein. This is not a Statement of Work (SOW) and is only intended to provide interested parties with a brief description and basic understanding of the prospective nature of work required. GAOA South Fork Salmon River Road Pavement Rehabilitation - is located on the South Fork Salmon River Road Pavement Rehabilitation project is located on the South Fork Salmon River (SFSR) Road within the Payette National Forest (NF). The road is accessed by either Lick Creek Road out of McCall, Idaho or the Warm Lake Highway out of Cascade, Idaho. The project begins at the Payette National Forest boundary approximately 7.5 miles north on SFSR road from the Warm Lake Highway intersection. All base work items will be performed on the Payette NF. The overlay and chip sealing are located primarily at the beginning of the project. This project consists of removing and patching asphalt edge cracking, removal of surface drains, placing a 2" asphalt overlay on approximately 7.5 miles of the roadway, and chip sealing approximately 9 miles of the roadway. Work includes but is not limited to: cutting and removing damaged asphalt on road edge, cutting removing and backfilling existing surface drains, replacing asphalt removed from edge damage and surface drains, placing tack and 2" thick overlay consisting of 1/2 " asphalt, and placing a 1/2 " chipseal. All work will be in accordance with FP-14 and special project specifications. Contractor is responsible for providing 3rd party inspection and testing for all aspects of paving and chipseal work. Allowed road closures and disruptions are included in the special project specifications. No closures are allowed before July 11th and are not allowed during any Chinook sports fishing opening on the South Fork Salmon Road (SFSR). The Contracting Officers Representative (COR) will designate staging areas along the construction site. Limited camping for project personnel will be allowed at the site with permission of the COR. Staging of materials for the project will be allowed in designated areas inside the project boundary if approved in writing by the COR at the time of the project implementation. o Depending on the snow and seasonal temperatures, the site is commonly accessible between April 15th and October 30th of most years. Interest vendors who are registered in the System for Award Management (SAM), and possess conventional bonding ability for construction jobs in the $5,000,000 to $10,000,00 range should provide your company information to USDA Forest Service Attn: Tanya Spanfellner, Contracting Officer, and email to tanya.spanfellner@usda.gov. All information must be received by the Forest Service no later than February 23, 2023, 1630 MT. No determination on set aside has been made yet. Set aside determination is pending on the outcome of the sources sought. Interested vendors should attach informational material about the company including brochures, etc. All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments. Please include in your submission answers to the following: A) Under NAICS Code 237310 - Highway, Street, and Bridge Construction, are you a large or small business against the SBA size standard of $45.0 Million B) If another NAICS code may be applicable, please indentify the NAICS in your Capability Statement. C) Is your company certified in a particular socio-economic set-aside category, such as Service Disabled Veteran Owned Business, Woman Owned Business, HUBZone Owned Business, or 8(a) Business D) Provide a brief overview of your company experience performing picnic area reconstruction work in the $5,000,000 to $10,000,000 range. (Please highlight any of this work done for the U.S. Forest Service or other land management agencies and work done in the Payette National Forest area). E) Provide the disciplines of labor and expertise your company carries "in-house", and the disciplines and trades you normally sub-contract. F) What is your expected capacity to perform this large project starting the Summer (July) of 2023 and finishing by the end of October 2024.
