Site work and paving for a mixed-use development in Shawnee, Oklahoma. Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Shawnee Parks and Recreation Department completed their Master Plan in April 2020. This includes a comprehensive list of improvements to be made at individual parks and time frames to complete these updates. This project will address improvements at Listowel Park including updated playground equipment, roller hockey courts and ADA improvements. The existing "Post and Deck" play structure at Listowel Park was installed in 1997 and is now beyond its service life. System components critical to Public Playground Safety compliance (e.g.: infill, coated decking and associated bracing/mounting hardware, barriers, guardrails, access parts, slides, steps, brittle plastics/composite materials, etc.) can no longer be adequately maintained by available Shawnee Park Maintenance staff or responsibly sourced through certified vendors. Any number of unforeseen circumstances, at any point in the near future, may place the system in "Out of Service" status. This is a significant and often underestimated assessment, as Out-of-Service status due to unsafe conditions, absent a budgeted replacement plan, will increase overall replacement costs and significantly reduce the volume of visitors at frequented City Parks for an extended duration of time. Renting, erecting, monitoring, and maintaining adequately rated security fencing to exclude visitors from accessing proactively budgeted, planned, and purchased playground replacements is on its own a necessary but considerable investment of time and resources. Costs increase significantly if a system is closed prematurely due to unsafe conditions. The project is included in the City's 2026-2035 Capital Improvement Program (CIP). As of June 29, 2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
