The County of Sonoma is pleased to invite you to respond to a Request for Proposals for On-Call Armed Security Guard Services. Incarcerated adults in the custody of the Sonoma County Sheriff's Office (SCSO) may require hospitalization. In these cases, incarcerated persons are transported by Sheriff's deputies to designated medical facilities. The Sheriff's Office is responsible for providing law enforcement personnel to guard incarcerated persons while in the hospital and receiving medical care. This service is referred to as hospital guard. Due to the high demands of hospital guard shifts and SCSO staffing shortages, the Sheriff's Office is looking to use private firms to contract with to provide State licensed armed security guards to fill hospital guard shifts. The Sheriff's Office will make the determination of which hospital guard shifts are appropriate for armed security staff. Once hospital guard needs are known, the Sheriff's sergeant on duty will contact providers to fill the needs. Ideally, the Sheriff's Office is looking for providers that can fulfil requests within two hours. -Medium level incarcerated persons and below will be assigned one (1) security guard. Page 2 of 13 RFP template revision date: May 26, 2021 -Any maximum level incarcerated person will be assigned two (2) security guards. -Female incarcerated persons will be assigned two (2) security guards. This RFP includes Federal Emergency Management Agency (FEMA) provisions. The FEMA provision will only apply for services provided during a local, State, or Federally declared disaster. In such case, this language allows the County to potentially pursue reimbursement from FEMA. If services are provided during a disaster, providers will still be paid by the County for all services provided, regardless of FEMA status. Evaluation scores will not be impacted by a proposer's response to the FEMA provisions (refer to Attachment D). QUESTIONS Proposers will be required to submit all questions in writing per the schedule for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County's Supplier Portal and email notification. LIVING WAGE The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2023, the living wage rate required under the LWO shall be $17.25 per hour, an increase over the previous $16.75 per hour. The adjustment was adopted by the County's Board of Supervisors on December 06, 2022, in accordance with Sonoma Municipal Code section 2-377(d).
