The Southside Treatment Plant's Npdes Discharge Permit, Which Was Issued in 2021, Requires the City to Reduce the Total Phosphorus Discharged From the Wastewater Plant. The Plant Will Require an Upgrade to Meet This Requirement. A Chemical Feed System and Better Aeration Control Would Need to Be Designed and Potentially an Upgrade to the Plants Solids Handling May Also Be Needed to Meet This New Requirement. Baxter and Woodman Conducted a Phosphorus Optimization Plan in 2021. The Below Requests Are Based on That Plan's Recommendations. Engineering for Phosphorus Reduction Project ($500,000): Provide Design Engineering to Install a Chemical Addition System, Aeration Control System, and Solids Handling System to Reduce Phosphorus Discharged from the Southside Treatment Plant. Project is included in FY25-35, capital improvement plan. As of June 2, 2025, the design of the phosphorus-reduction chemical building and digester improvements were completed. IEPA approval was obtained for this project and bidding of the project went out in October 2024. Constuction began in December 2024 and will take 2 years. FY25/26: Completion of the chemical building and pumping changes to take place this fiscal year. This will include RAS/WAS pumps, chemical tanks, chemical pumps, and digester tank improvements. FY26/27: Completion of digester covers and digester aeration upgrades. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
