Site work and paving for a water / sewer project in Tigerton, Wisconsin. Completed plans call for site work for a water / sewer project.

The work for which bids are asked includes, but is not limited to, the following: Construction of new manholes, process piping and process valves and install yard hydrants and lights; construction of a process building (STR 10 Headworks Building) to house a mechanical fine screen, liquid chemical feed system, and electrical equipment; replace influent pumps, sludge pumps, process valves and process piping in the STR 20 Primary Control Building; replace weirs, scum trough and handwheel actuator on the STR 30 Imoff Tank; remove sludge, scum, liquid, grit, rags, hair, grease, plastics, soil, and all debris from the STR 35 Aeration Basin to allow replacement of the fine bubble diffuser membranes and air headers; replace asphalt shingle roof with seamless metal roof, remove generator and related HVAC equipment, and in-fill wall openings with masonry construction in STR 40 Secondary Control Building; modify existing handrail and install aluminum dome and replace mechanical slide gates and vault hatch on STR 50 Secondary Clarifier No. 1 and Scum and Sump Drain; replace existing casework, windows, and sink in STR 80 Lab / Office Building; construction a cast-in-place structure for drying grit and debris (STR 90 Grit and Debris Drying Bed). Bid Alternate No. 1 will include the construction of a new secondary clarifier with a cover system and connecting to existing process piping for STR 55 Secondary Clarifier No. 2. Bid Alternate 2 will include preparation and coating of existing process piping. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. 1835 North Stevens Street, Rhinelander, WI 54501The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates. Federal wage rates can be found at https://sam.gov/content/wage-determinations. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Womens Business Enterprises (WBEs) to submit bid proposals. A municipality, in awarding prime contracts, and the primary engineer and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The Contractor shall conform to the Use of American Iron and Steel provision of H.R. 3547 Consolidated Appropriations Act, 2014, section 436, including all iron and steel products used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. OWNER reserves the right to waive any informalities or to reject any or all bids.
