It is the intent of the City of Steamboat Springs to enter into a contract with qualified, professional recreation outfitters pursuant to this Request for Statements of Qualifications to provide guided recreational services following all City policies on Emerald Mountain. For questions regarding the scope of work, please ask in Bidnet by May 5, 2023 at 5pm. The city will issue an amendment in Bidnet by May 9, 2023 at 5pm. General The City of Steamboat Springs desires to enter into a contract with qualified, professional recreation outfitters pursuant to this Request for Statements of Qualifications to provide guided recreational services open to the public on the Emerald Mountain Trail System. The City's Parks and Recreation Department has policies in place to assist with management of all recreation on City owned land on Emerald Mountain. There are 3 access points to the Emerald Mountain Trail System including the Stables, the 9 th Inning and Blackmer. The trail system includes approximately 25 miles of multi-use nonmotorized trail, with some trails that are single use and/or directional use trails. All trails are very popular with public use and races/programs approved through the City's Special Event Process. The primary goals of the City's recreation management plan are to: 1) minimize impacts to the natural environment and wildlife and 2) minimize conflicts between all public user groups, races/programs and outfitters. Outfitters may propose guided services, instruction and/or tours following established City policies. The following policies shall apply for all approved outfitters: 1. A business plan will be required. 2. A parking plan is required. Onsite parking locations in Howelsen Park will be identified by City Staff as available. Offsite parking is encouraged. 3. During the May 1 - October 31 timeframe, City Staff may approve: a. Up to 2 running/walking outfitters 4. During the November 1 - April 31 timeframe, City Staff may approve: a. Up to 2 snow shoe outfitters b. Up to 1 fat biking outfitter c. Up to 2 backcountry ski/snowboard outfitters 5. Outfitter services are allowed within Howelsen Alpine/Nordic Ski Area Boundaries for snowshoeing and fatbiking with the purchase of a day pass. Prior approval is required. If not using the ski area, access will be allowed via the uphill access route of Mile Run to Blackmer Trail or up social snowshoe trails leaving the Stables Trailhead. 6. Permits may be renewed for 3-year terms upon notification and good standing. 7. An annual permit fee is required for approved outfitters (2023 rate is $110) 8. Outfitters are required to pay the minimum amount of the annual City Manager approved trail use fee (2023 $4 adults 18 and older, $3.25 youth, applies to guides and clients). Outfitters may propose higher amounts to receive a higher ranking in the approval process. 9. Violation of trail etiquette and policies may result in loss of permit, access to the site, and/or fine. 10. A maximum group size (outfitter(s) and participants) of 5 is allowed with a minimum of 1 guide required. More guides are encouraged with beginner/intermediate groups for safety. 11. Each outfitter is permitted for no more than 1 group per day. 12. Each outfitter may not exceed a total of 200 people in each 6-month season (guides included). 13. Each permitted day use shall not exceed 4 hours. 14. Outfitter use is not allowed on days when large events are held on Emerald Mountain and not allowed during the event duration when small events are held. 15. Due to impacts to the trail tread, only one downhill bike descent is allowed per day on each section of No Pedaling Required (NPR).
