The Town of Philipsburg is soliciting qualifications for contractor and/or construction services. The Town may utilize the selected firm(s) from time to time for a period of up to five years for construction services on emergency work, scheduled work, and/or projects that do not meet the threshold to be advertised for bid. The services provided may include building repair or construction, work on water, sewer, and storm lines, plumbing, electrical, concrete, repairs or replacement of equipment in addition to installation necessary for the Town to maintain day to day operations or services or assist on a project for those services. There is no guarantee that the Town of Philipsburg will require any number of the above services and the agreement(s) with the selected offeror(s) will allow for termination of any or all of the services at any time during the contract period. Respondents should be aware that Bacon-Davis wage laws may apply. Respondents are required to provide information regarding Independent Contractor status, workers compensation, and insurance coverage. Interested firms should provide descriptions of services available, rate sheets, and three references and contact information of rural clients. Some of the factors for selection will include costs of services, travel costs, and expertise. For work with specific funding sources, consistent with Section 3 of the Housing and Community Development Act of 1968, CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with the CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
