Site work for a civil project in Philipsburg, Montana. Completed plans call for site work for a water / sewer project.

The project consists of constructing a new 2-celled partial-mix lagoon system, a 2-celled Submerged Attached Growth Reactor (SAGR) system, treatment system process piping, gravity pipe replacement, and construction of a UV building, Headworks/ Blower building, and associated equipment. Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Davis Bacon Wage Act or State Prevailing Wages, whichever is higher. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Town of Philipsburg, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from the American Rescue Plan Act (ARPA), Montana Coal Endowment Program (MCEP), the Water Resources Development Act (WRDA), MT State Revolving Fund (SRF), and local funds. Award of the project will be contingent upon receiving funding and award concurrence from the funding agencies. Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner. All questions about the meaning or intent of the Contract Documents are to be submitted in writing. Oral questions will only be accepted at the Pre-Bid conference. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Owner as "Buyer" has executed a procurement contract with Nexom as "Seller" for the procurement of goods and special services for Wastewater Treatment Equipment Scope of Supply. The materials and equipment to be provider through the procurement contract are to be furnished and delivered to the Site for installation by Contractor. Owner will assign said procurement contract to Contractor as set forth in the Agreement. Contractor will accept the assignment, as Buyer (Contractor/Assignee), and will be responsible to Owner for the performance of obligations by Seller, which will become a Subcontractor or Supplier to Contractor. Bidders may examine the contract documents for the procurement of goods and special services for "Philipsburg Wastewater Treatment System Improvements Equipment" at Town Hall or Great West Engineering. The Town of Philipsburg is an Equal Opportunity Employer. American Iron and Steel - Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
