The County of Lake is inviting sealed proposals for enhanced road maintenance through weed and vegetation abatement to avoid road damage and excessive repairs to roads due to wildfires on vacant lots located in four (4) areas designated as Zones of Benefit, commonly known as the "Clearlake Riviera", "Buckingham", "Riviera West", and "Riviera Heights".Proposals should be submitted in accordance with the requirements of this solicitation, which are contained herein. 2. SCOPE OF SERVICE. 2.1. High level of knowledge and proven experience of vegetation clearing and other wildfire hazard mitigation activities, hazard mitigation measures, planning and preparedness strategies,and wildland fire science. 2.2 Removal of flammable vegetation and other combustible growth within thirty (30) feet of neighboring structures and roadway frontage. 2.3. Removal of dead and dying vegetation (including trees) within thirty (30) feet of neighboring structures and roadway frontage. 2.4. Trimming of grass and combustible surface vegetation within ten (10) feet of neighboring structures and roadway frontage must be trimmed to less than six (6) inches in height unless necessary for erosion control. 2.5. Pruning of all trees within ten (10) feet of neighboring structures and roadway frontage to at least six feet (6') above grade. 2.6. Removal of ladder fuels (various forms of vegetation that would allow a low-burning fire and that could damage roadways) to the extent determined by the County Fire Official to cause road damage. 2.7 Section(s) 2.1 through 2.6 are required for approximately forty-five (45) properties located in the Riviera Heights, Riviera West, and Buckingham HOAs. Disclaimer - Property owner(s) have the ability to abate the property up to July 4, 2023, if these properties are abated prior to the before mentioned date, the properties will not be included as part of this proposal. Normal business hours are Monday through Friday 8:00 am to 5:00 pm. Staff can be reached at (707) 263-2309. Proposals may be mailed through the United States Postal Service or any other courier service and they may be delivered in person to the above office. Faxed or emailed proposals will NOT be accepted. 5.4 All Questions regarding this Request for Proposals may be submitted in writing at any time prior to Friday, June 29, 2023, 4:00 p.m. to the Purchasing Agent Marcus Beltramo at: marcus.beltramo@lakecountyca.gov. Only written questions will be accepted. Questions will be answered by Thursday June 29, 2023, 4:00 p.m. and uploaded as an addendum to the website listed in the above paragraph. Proposers may contact only the individual identified above and are specifically directed not to contact other County personnel for meetings, conferences, or other technical discussions related to this RFP. No questions will be answered by other County staff. 5.5 All proposals submitted in response to this RFP will become the property of the County and will not be returned. The County reserves the right to make use of any information or ideas contained in the proposals. The proposal itself shall not constitute a contract, but will, if accepted, be incorporated into the contract between the County and the selected proposer. Please note: The successful Proposer shall be expected to fully meet all representations made in its proposal, including demonstration of project understanding, work plan, project schedule, project team, and cost proposal. 6. PROPOSAL EVALUATION AND AWARD. The County is using the competitive proposal process, wherein the experience and responsiveness of each submitted proposal is evaluated as it relates to the Scope of Services. Administrative staff will evaluate the proposals as described below. 6.1 Proposals shall be opened and checked to ensure that each complies with the requirements of the RFP. The absence of required information may render the proposal non-responsive and may be cause for rejection. 6.2 All proposals will be evaluated to determine whether they meet all the requirements of the RFP. 6.3 A Consultant Selection Board maybe convened to review, discuss and rank the proposals, using the following criteria: A. Criteria a. Ability to meet the requirements of the Scope of Services as of June 29, 2023. b. Preferred knowledge and high level of experience relating to and the removal of hazardous vegetation and combustible materials, dead trees, and ladder fuels that may damage roadways. c. Preferred knowledge and extensive experience of vegetation clearing and other wildfire hazard mitigation activities, the ability to demonstrate a high level of understanding of hazard mitigation measures, planning and preparedness strategies, and wildland fire science. d. Possess the necessary equipment to perform the removal of hazardous vegetation and combustible materials, dead trees, and ladder fuels, including but not limited to a vegetation and /or woodchipper. e. Has an assembled crew and equipment in place at the time the Request for Proposal is issued.
