The Relocate Taxiway Alpha program at DBQ is scheduled to be completed over seven fiscal years and six construction phases. The program began in FY22 to complete programmatic planning documents which included an environmental documented categorical exclusion, topographic and utility survey, geotechnical exploration, a detailed schematic design plan, and construction phasing and budget. FY25 -FY28 Taxiway A Relocation construction (construction Phases 3- 5) are on the SE end of the Airport at the Runway 31 end. Each of these phases includes approximately 1,300 LF of Taxiway A relocation, working to the NW at a standard parallel offset distance of 400 feet from Runway 13/31. Construction Phase 5 is planned for FY 27 and connects Phase 4 and Phase 2, completing the taxiway relocation. Generally all construction phases include earth moving (grading), storm sewer drainage and underdrains, concrete paving, taxiway edge lighting and airfield signage, pavement markings, and turfgrass stabilization. The project is included in the City's 2027-2032 Capital Improvement Program (CIP).
