This acquisition is for an unrestricted full and open Firm-Fixed-Price (FFP) Design-Build (DB) contract for the design and construction of P-1241 Low Altitude Radio Communication System (LARCS) Communication Towers for the Marine Air Ground Task Force Training Command (MAGTFTC) at Twentynine Palms, California. The scope includes constructing new communication towers and restoring and modernizing existing ones located on remote mountaintops or hilltops. Except for Bearmat Hill, all work sites are accessible only by helicopter and lack utilities such as electricity, water, and sewer; the contractor must provide necessary utilities as required. The project involves coordination with multiple Government and Department of Defense (DOD) commands. Naval Sea Systems Command (NAVSEA) and its contractors will supply LARCS infrastructure, collateral, and Government Furnished Equipment (GFE) to be installed by the contractor as Government Furnished - Contractor Installed (GF-CI) at all Operating Position (OP) sites near the communication towers. NAVSEA will oversee installation, construction, testing, and commissioning for acceptance into the LARCS and MAGTFTC training range System of Systems (SoS).
