Renovation of a detention facility in Pittsburgh, Pennsylvania. Completed plans call for the renovation of a 13,280-square-foot, two-story above grade detention facility.

The Renovation of Shuman Juvenile Detention Center - Phase I project is defined by the Construction Documents and Specifications. A general summary of Work is as follows: Provide labor, materials, and equipment required to Renovate a section of the building for use; Construction of Temporary Administrative and Client Services Space within the Existing Gymnasium, Permanent Renovation of "Pod F" for Client Housing. Perform Work under following Prime Contracts: a. General Contractor (GC) -Architectural, Structural and Civil Drawings. b. Electrical Contractor (EC) - Electrical and Fire Alarm Drawings. c. Plumbing Contractor (PC) - Plumbing and Fire Protection Drawings. Remove and Dispose of Existing: a. Any and all construction debris generated by demolition of structure and/or hard paved surfaces as delineated in the Construction Documents and Specifications. Furnish and Install: a. Furnish and Install all construction materials, fixtures and equipment as delineated in the Construction Documents and Specifications. b. Install all construction materials, fixtures and equipment supplied by the County as delineated in the Construction Documents and Specifications. c. Furnish and Install any required ancillary materials or equipment pertaining to any individual task delineated in the Construction Documents and Specifications to meet code or manufacturer warranty specification. General Provisions: a. Site will be available for work 24hrs daily for the duration of construction. b. Weekend, Holiday and Other Premium Rates for 2nd or 3rd Shifts will be accepted to meet construction timeline. c. Maintain Clean and Safe Workspace d. Organize and safely store all tools and material e. Provide 1(one) Year Warranty on all Equipment, Parts, Materials, Supplies, Labor and Workmanship f. Verify and Provide Documentation on any Manufacturer Warranties g. Provide On-Site Operation and Maintenance Training Anticipated Notice to Proceed Date - September 27, 2023 Questions Due Date: Aug 24th 2023, 12:00 PM EDT Last Day for Questions: THURSDAY, AUGUST 24, 2023, 12:00 P.M., E.T. Questions received after this date and time may not be answered by the County. All questions must be submitted through Electronically. The County will provide a 0.1% bonus of the total base bid amount for each discipline for substantial completion on or before December 31, 2023. An additional 0.005% bonus will be awarded for early completion each week prior to the December 31st deadline capped at 4 weeks of early completion bonuses. To qualify for the bonus the County must accept the work as substantially complete A bid bond ensures that on acceptance of a bid by the County the contractor will proceed with the contract. Bidder shall submit with proposal a bid bond on County form for an amount equal to at least five percent (5%) of the total bid price (including add alternates and optional items or years) In lieu of bid bond, the bidder may make out a cashier's check or certified check or irrevocable letter of credit made payable to the county for this same percentage. The County shall take payment on the check or bond if the bidder fails to sign the Contract Documents within thirty (30) calendar days of the date of the Notice of Award; or, within a longer time, if the County specified a longer time in the Notice of Award to compensate the County for its loss, damage, cost and expense. The County will return the bid security of bidders except for the three lowest within ten (10) calendar days after it opens the bid, and checks the bids for accuracy. The County may retain the bid security of the three lowest bidders for up to one hundred and twenty (120) calendar days after the day of the bid opening but in no event longer than five (5) calendar days of the County awards the Contract. It shall be the policy of Allegheny County in contracting out construction services performed by private or public entities that it is done in a manner which is fully accountable to and serves the public interest and provides high quality public services. To this end, Allegheny County shall require a Performance Bond to provide assurance for the timely completion and high quality of work specified in the terms and conditions of construction contracts. A performance bond is a surety issued by a third party (generally bank or insurance company) to guarantee satisfactory completion of a project by the contractor. For construction contracts totaling thirty-thousand dollars ($30,000) and over unless otherwise noted on the IFB or in the Specification the following shall apply: within 20 days after the contract has been awarded, the successful bidder shall deliver to the County Purchasing Department a properly executed performance bond or a cashier's check or certified check or irrevocable letter of credit in the amount of one hundred percent (100%) of the accepted bid as security for faithful performance of the contracts. Performance bonds shall be on forms provided by the County and shall be executed by such surety companies licensed to transact business in Allegheny County. Provisions of the performance bonds shall not limit in any manner any liability of the Contractor to the County A payment bond is a surety bond posted by a contractor to guarantee that subcontractors and material suppliers on the project will be paid. They are required in contracts over thirty-thousand dollars ($30,000) with the County and must be one hundred percent (100%) of the contract value. For construction contracts totaling thirty-thousand dollars ($30,000) and over unless otherwise noted on the IFB or in the Specification the following shall apply: within twenty (20) days after the contract has been awarded, the successful bidder shall deliver to the County Purchasing Department a properly executed payment bond or a cashier's check or certified check or irrevocable letter of credit in the amount of one hundred percent (100%) of the accepted bid as security for faithful performance of the contracts. A maintenance bond guarantees for the owner of the project, that the contractor will solve all maintenance issues during the specified maintenance period, which is 1 year from completion/acceptance of the project. If contractor is unable to solve the maintenance issue or is not in business during the specified maintenance period, the maintenance bond provides the owner of the project with a remedy through the surety to fix the maintenance issues. For construction contracts totaling thirty-thousand dollars ($30,000) and over unless otherwise noted on the IFB or in the Specification the following shall apply: within twenty (20) days after the contract has been awarded, the successful bidder shall deliver to the County Purchasing Department a properly executed payment bond or a cashier's check or certified check or irrevocable letter of credit in the amount of one hundred percent (100 %) of the accepted bid as security for faithful performance of the contracts The County retains the right to terminate any contract(s) resulting from this solicitation upon thirty (30) days written notice. This Invitation for Bid contains requirements for bidders to assist the County in meeting its Minority, Women, Disadvantaged Business Entity goals and our Veteran owned small business goals. Therefore, bidders must document their plan or good faith efforts to meet those goals. Labor Stabilization: the Labor Stablilization Agreement, the Amendment to Labor Stabilization Agreement and Letters of Assent Are Part of This Solicitation and Are Part of the Bid Documents Found in the Construction Documents and Specifications . The Appropriate Letters of Assent Must Be Submitted With Your Bid.
