Remodeling and renovation of a military facility in Glendale, Arizona. Completed plans call for the remodel of a military facility.
CONSTRUCTION a. General a.1. The contractor shall submit an electrical grounding plan and submit it to the Luke AFB shops to review. The government shall have 14 working days to review and accept before any electrical work takes place. b. New Lighting and Electrical b.1. Contractor shall upgrade lighting and electrical in entire building which includes but not limited to projector, spotlights, can lights, stage lights, auditorium lights and all fans. b.2. Contractor shall replace all existing lighting fixtures with upgraded LED energy efficient system/bulb (inside and out). b.3. Contractor shall put new can lighting for stage which will include new wireless control panel. b.4. Contractor shall add two additional can lights in the stage soffit to assist with better lighting. b.5. Contractor shall add in new grounding system throughout whole building and upgrade to ensure whole electrical system is properly grounded. Does not have existing grounding system. b.6. Contractor shall add in 2 x 2 maintenance access panels in the ceiling for each light in the auditorium. b.7. Contractor shall install all new GFCI electrical outlets in all bathrooms. b.8. Contractor shall install new dressing table light fixture in both dressing rooms as approved by the user. b.9. Contractor shall bring all electrical in/outside of building to Luke Master Spec standards as well as NEC code. b.10. Install any new outlets required for the new concession equipment at the concession area. b.11. Government is requiring a new electrical gear in the mechanical room. Contractor shall design to ensure it meets the buildings requirements. c. Auditorium c.1. Contractor shall remove all old fans and replace with new. Match existing size and color that blends in with the ceiling but update to a more modern government approved style. d. Front Lobby/Concession Area d.1. Contractor shall remove old supply diffusers and return grilles and replace with new. This does include the large diffusers in the auditorium. d.2. Contractor shall upgrade the electric in the ticket booth by replacing existing outlets. e. Restrooms e.1. Contractor shall update diffusers and exhaust vents/fans. f. HVAC System f.1.1. Contractor shall remove and replace venting, supply diffusers, and return grilles throughout the building. f.1.2. Contractor shall demo old boiler and electric water heater and install new boiler and water heater with new fittings. f.1.3. Contractor shall demo old split unit and install new larger than existing split unit in AV room. f.1.4. Contractor shall demo old exhaust fans (3) and install new direct drive exhaust fans. f.1.5. Demolish existing AHU. Install new packaged central station variable volume AHU to include VFDs and all necessary components. New AHU shall match existing cooling, heating and air flow capacity. The AHU shall have a single heating coil for the entire air flow. f.1.6. Remove existing chiller and turn it over to 56 CES HVAC Shop. Coordinate chiller demo with the HVAC Shop to ensure a trailer is in place. Install a new Carrier air cooled chiller with on-board pump matching existing capacity. The pump shall have variable volume capability controlled by VFD. The chilled water system shall be designed at 48F with a 10F temperature differential. f.1.7. Install a new condensing boiler with a variable primary system. Install two (2) primary heating water pumps. The heating system shall be designed at 140F with a 50F temperature differential. f.1.8. Install new chilled and heating water piping along with all necessary fittings, accessories and instrumentation to make a complete system. Piping less than 3 inches in diameter shall be copper and piping 3 inches and larger shall be welded steel. All valves 1-1/2 inches or larger shall be threaded or flanged. f.1.9. Insulate the piping and fittings with 1-1/2 insulation. f.1.10. Contractor shall replace existing ductwork inside the mechanical room. Install access panels as necessary to inspect/clean devices (i.e., AFMS) and dampers. f.1.11. Relocate intake duct penetration to the roof and patch existing opening. f.1.12. Install new low leakage dampers on all exterior penetrations throughout the facility. Damper actuators shall be capable of automatically closing when the EPO button is pushed. f.1.13. Install new 3-way chilled water and heating water control valves. Ensure the return pipe of the coil as well as the bypass pipe have circuit setters. f.1.14. Replace existing chemical pot feeders for chilled and heating water systems with new. f.1.15. Perform a water and air TAB for the system to include new and old equipment. g. HVAC Controls g.1.1. Install a new Distech EMCS system to include controllers and all field sensors to perform the design sequence of operations. System shall be capable of running under Niagara 4 framework and utilize BACnet IP communication protocol. Use standardized specifications, programs, graphic templates and sequences of operation as outlined in the Luke AFB EMCS Standards. g.1.2. Provide and install a BOS-8 JACE which will be the only connection to the base VLAN. Install two Comm ports in close proximity to the new JACE. These Comm ports shall be connected to the base Comm rack and will be the VLAN connection for the JACE. g.1.3. All control wiring shall be in conduit when exposed. Control wire in the ceiling space can utilize j-hooks or similar to provide a neat path through the facility. All control wire shall be plenum rated. g.1.4. The control system shall be capable of disabling all air movement equipment through the use of an Emergency Power Off (EPO) button hardwired to each unit that is connected to an exterior penetration. All exterior penetrations shall be equipped with a motorized damper actuator with spring return. These dampers shall close when the EPO is activated. The EPO buttons shall be integrated into the new LOCs provided by the fire alarm subcontractor. g.1.5. Provide and install new Smart-Vue t-stats for all zones. Ensure t-stats are in close proximity to the return grille and avoid exterior walls. In large single zone areas, install multiple t-stat to control the room temperature. g.1.6. Utilize the front-end computer to perform a point-to-point inspection of the control system to ensure all components are calibrated and functioning as designed. h. Fire Alarm h.1.1. Provide and install addressable audible and visible notification devices as required to provide coverage for the entire building conforming to all applicable codes and UFCs. h.1.2. Provide a new Monaco addressable fire alarm panel/transmitter or a panel, that is non-proprietary (for long term maintenance requirements) with a Monaco transmitter. h.1.3. Install a combination fire alarm/mass notification panel along with Local Operator Consoles (LOCs) as necessary to conform to all applicable codes and UFCs. Ensure the FACP is located in a conditioned area as approved by 56 CES/CEFP. h.1.4. LOCs shall be flush mounted. Travel distance to the nearest LOC shall not exceed 200 feet. LOCs shall contain an integrated HVAC emergency power off (EPO) button. h.1.5. Install annunciator panels as required by the design. Annunciator panels shall be flush mounted in the wall. h.1.6. Provide and install smoke and heat detection devices detection as required by UFC 3-600-01 and NFPA 72. h.1.7. Install duct smoke detectors as required by NFPA 72. Each duct smoke detector shall be attached to a key operated test station. The key operated test stations shall be located 48 AFF on a wall in close proximity to the detector. h.1.8. Replace all manual pull stations with addressable type with Lexan covers. Add new manual pull stations as needed to meet design requirements. h.1.9. Replace the existing exit lights with new LED exit lights and add additional lights as needed. h.1.10. Existing conduit can be reused. If the existing conduit is not red, use red marking tape every 20 feet and at each connection. All existing j-boxes must be painted red. All used conduits shall be removed. h.1.11. Install Knox box at primary entrance and one where the fire alarm panel will be located (mechanical room). i. Fire Suppression i.1.1. Replace existing sprinkler head with new heads. Adjust the length of the vertical piping to utilize a recessed type of sprinkler escutcheon. i.1.2. Replace any existing pendant type of sprinkler head with new. i.1.3. Drain and flush the system before refilling. The Period of Performance (PoP) shall not exceed 365 calendar days after the Notice to Proceed is issued
