Manage, spread, and compact supplied beneficial re-use soils as per Ground Works Engineering's Fill Management Plan (Part I). Along with the fill management plan, the following will be considered as part of this RFQ: 1. An on-site contract representative or signage is required to receive excess soil loads and direct vehicles to the preferred on-site dump locations at the contractor's discretion. Any signage used will be at the contractor's expense. The City of Kingston will provide a gate attendant to accept each load shipped to the site, before passing off the direction to the contractor's representative. 2. The soil loads must be levelled and compacted as per the fill management plan when the stockpile area hits a maximum of 500 m2 or a minimum of once per week. 3. Prior to mobilization, the contractor shall do a site survey to collect existing grade information. This baseline data will be used by the contractor to ensure phase 1 to phase 4 grades are met. 4. The contractor shall provide grade information for each successfully completed phase as per the attached phase plans included in the Fill Management Plan (Part I). The information shall be provided to the contract administrator as a DXF or CAD file. If the duration of this contract does not complete a proposed phase, the contractor will still provide grade information when requested by the contract administrator. 5. Compaction of supplied fill shall be in accordance with the Fill Management Plan (Part I). 6. The contractor shall organize compaction testing, ensuring that The City of Kingston is noted in any request correspondence. The City of Kingston will provide a designated contact e-mail and or phone number during construction. The contractor will communicate directly with the City of Kingston contracted compaction testing company. The Contractor shall call for compaction testing as specified in the Fill Management Plan (Part I). The cost for compaction testing will be covered by The City of Kingston. Copies of the compaction testing to be provided to the contractor and the City of Kingston concurrently. Each compaction test location shall be recorded and included in the CAD or DXF file of that phase and deemed included in the on-site contract representative item. 7. The Contractor shall maintain the site drainage plan including swales. Currently, overland drainage flows to the stormwater catchment pond adjacent to the southern property line. 8. All existing silt fences, snow fences and plywood fences shall not be disturbed. In the event that the existing fences become damaged by the contractor, it will be the contractor's responsibility to repair them, at their own expense. 9. The contractor shall ensure the entrance, access road, and gravel pad are maintained in good condition. 10.The contractor shall supply all tools and machinery that are needed to complete the work in compliance with the Fill Management Plan (Part I) and as specified in the quotation form. 11.Work on an hourly basis shall be performed in the most efficient manner, using the most efficient techniques. 12.The contractor is responsible for complete care and control of the site. 13.The hours of operation will be from 8:00 am - 4:30 pm Monday to Friday, excluding holidays. 14.Payment by Utilities Kingston shall be monthly following the reconciliation of quantities and submission of a proper invoice. The contractor shall recognize that the per-hour quantities in the quotation form are an estimate. The contractor will only be paid for actual hours worked. The contractor shall organize the staffing levels as needed to do the work. The contract shall not staff the site and charge time to the items in the quotation form unless site works need to be completed to meet the Fill Management Plan (Part I) specifications. Last Day for Questions Wednesday, August 30, 2023 - 1:00 pm The anticipated deadline for issuance of addendums shall be 3:00 p.m. Local Time, Friday, September 1, 2023. The terms of this contract shall commence on Monday, September 11, 2023, and continue as long as December 1, 2023. At their own discretion, Utilities Kingston reserves the right to change the duration of the work or cancel this contract with a two-week notice to the contractor.
