Renovation of a water / sewer project in Burlington, Washington. Conceptual plans call for the renovation of a water / sewer project.
We are looking for consultants in partnership with Washington Department of Fish and Wildlife (WDFW), to complete the Office of Financial Management's (OFM) requested Predesign Report for the Samish Hatchery Friday Creek Intake Renovation project. The hatchery is located at 5585 Old Highway 99 N, Burlington, WA 98233. The intent of a predesign study is to investigate facility alternatives and assess which alternative will provide the best solution at what cost. The report will include OFM's required alternatives analysis, predesign drawings, and follow the requirements of the pre-design checklist included in the 2023 - 2025 Washington State OFM Predesign Manual. The final draft to WDFW will be due prior to legislative submittal. Pre-design, design, and construction will be completed in phases. Phase 1 will be the OFM predesign. Upon a successful working relationship, completion, and approval of the predesign report, as well as subsequent funding, future Phases with the same firm, for full design, construction documents, and construction support may be considered and negotiated in accordance with OFM A&E guidelines. The Project predesign report must be completed by July 1, 2024. QUALIFICATIONS Highly qualified candidates will have experience within the last 5 years coordinating and writing an OFM Pre-Design Report. A background in civil, structural, geotechnical, hydrogeological, hydraulic and environmental engineering is required, as well as experience specifically with hatchery design including design of surface water intakes and related fish passage infrastructure. Extensive hatchery cost estimating experience is required. Interested firms shall email PDFs of their Statement of Qualifications to CAMP.Bids@dfw.wa.gov by the time and date. Include the project name in the subject line of the email. Maximum file size for email is 10 MB. Questions may be directed to the same email address. The Statements of Qualifications shall be no longer than 25 pages of content (not including cover, divider pages, and title pages) and include lead staff resumes, ability to meet timelines, similar projects completed and general project approach. A qualifications-based selection process will be used and will consider the following information: o Qualifications/expertise of firm o Qualifications of proposed project manager o Qualifications of key team members, including subconsultants o Experience with recent similar projects After receiving SOQs, WDFW will evaluate the responding firms' qualifications, individually for each project, to form a short list of firms for interviews in mid-October.
