The City of Franklin, Virginia, on behalf of the City of Franklin and Southampton County (individually "City" and "County" respectively, collectively "Owner"), invites written proposals from qualified OFFERORS to provide a 700 MHz P25 Phase 2 Trunked Radio System to serve the City and County's public safety personnel. The purpose of this Request for Proposal (RFP) is to provide OFFERORS with a common, uniform set of instructions for the development of proposals. In addition, this RFP will function as a standard from which to evaluate the OFFEROR'S products and services as they compare to other offers and as they pertain to the needs of the City and County as defined in this document. A minimum of one (1) representative from each OFFEROR shall attend the Mandatory Pre-Proposal Conference in person. A minimum of one (1) representative from each OFFEROR shall attend the Mandatory Site Visits. Failure to have one (1) representative attend both the Mandatory Pre-Proposal Conference AND the Mandatory Site Visits, in person, will result in the City rejecting the OFFEROR'S submission. If CONTRACTOR'S Obligations include construction, the amount of which exceeds $500,000, the CONTRACTOR shall furnish to the Board the bonds required under applicable Virginia law and Board policy, and shall otherwise fully comply with the requirements of such sections of the Virginia Code and policy. The Board reserves the right to require payment and/or performance bonds in the amount of the Obligations for any other projects, goods or services, whether or not required by such sections of the Virginia Code or policy.
