Your electronic PDF bid is requested for the following: To establish a firm Price Agreement for Laboratory Water Testing Services with firm pricing through December 31, 2024 with a possible option to renew, at the City of Dayton's sole discretion, firm pricing for three (3) additional 12-month periods from January 1, 2025 through December 31, 2027. For additional information on this IFB, please contact the Division of Procurement, John Finley at (937) 333-4016. To provide OEPA approved analytical work and reports for drinking water and well water samples for Safe Drinking Water Act parameters and other appropriate environmental parameters including, but not limited to: a. Inorganics: Aluminum, Antimony, Arsenic, Asbestos, Beryllium, Barium, Cadmium, Chloride, Chromium, Copper, Cyanide, Fluoride, Iron, Lead, Manganese, Mercury, Nitrate, Nitrite, Nickel, Selenium, Silver, Sodium,Sulfates, Thallium, Zinc b. Pesticides: Alachlor, Atrazine, Simazine c. Volatile Organic Compounds d. Perfluorocarbons(PFCs)and Related Compounds e. Total Organic Carbon f. Disinfectant Byproducts: Haloacetic Acids ("HAA5"), Trihalomethanes g. Total Coliform and E Coli Bacteria h. Radiological: Gross Alpha/Beta/Gamma i. Harmful Algal Blooms (HABs) j. Cryptosporidium and Giardia 2. All drinking water and well water testing methods must be approved by the OEPA for the analysis of drinking water. Bidder or bidder's sub-contractor laboratories must be certified for compliance monitoring, analytical work by the Ohio E.P.A. Successful bidder must provide Sample Submission Reports (SSRs) to Ohio EPA before the 10th day of the month following the month that analytical work was completed. Electronic or hard copy of SSRs must be provided to the City of Dayton Water Laboratory by or before the date that reports are provided to the Ohio EPA. All samples must be stored and analyzed in accordance with OEPA guidelines. If samples are not reported by OEPA deadline the bidder is held responsible for reporting fees. 3. To provide quantitative and qualitative analyses and reports for samples of calcium oxide (quick lime) and aqueous solution samples of calcium carbonate. Testing shall include, but not be limited to: Barium, Strontium, Aluminum, Calcium, Iron, Lead, Magnesium, Manganese, Silicon, and Sulfur. 4.To provide quantitative and qualitative analyses and reports for other environmental samples, e.g. river water for inorganics (listed for Item no. 1), Oil & Grease, pH, Suspended Solids, Chemical Oxygen Demand, Total Chlorine, and other parameters as needed. 5. City of Dayton Water Laboratory personnel shall collect all samples. Location of bidder's laboratory shall allow City of Dayton personnel to deliver samples to bidder's laboratory within one hour. 6. Bidders shall provide sample pick up services that are included in bid at the Water Quality Laboratory at 3210 Chuck Wagner Lane. 7. Bids shall include sample bottles with delivery, preservatives, and electronic deliverables. 8. Bids shall include the cost of providing Sample Submission Reports to Ohio EPA. The City's email size can only accept 20meg limit for incoming e-mail message sizes (20meg includes e-mail itself and any attachments total). Should the bid document be larger than this size your company will have to submit bid in several email documents.
