All bonds must be from sureties registered in the State of Connecticut. The Town of Columbia reserves the right to accept or reject any or all bids or options, to waive any technicality in any bid or part thereof, and to accept any bid deemed to be in the best interest of the Town of Columbia. Any request from a prospective Bidder for interpretation of meaning of Contract Drawings, Specifications or other Contract Documents shall be made in writing to Elizabeth Lunt, Director of Public Works, Town of Columbia. To be given consideration, such requests must be received at least seven (7) days prior to date fixed for opening of proposals. Such requests may be sent via e-mail to elunt@columbiact.org. Not later than three (3) days prior to date fixed for opening of proposals, Addenda will be emailed to all parties recorded as having obtained Contract Documents. Failure of any Bidder to receive any such addenda shall not relieve Bidder from any obligations under the proposal as submitted. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect
