Site work and paving for a sidewalk / parking lot in Washington, District of Columbia. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The District of Columbia, Office of Contracting and Procurement, for and on behalf of the District of Columbia Department of Transportation, pursuant to the Procurement Practices Reform Act of 2010, and Office of Contracting & Procurement Government of the District of Columbia the Procurement Integrity, Transparency, and Accountability Amendment Act of 2016, is issuing this Request for Qualifications to solicit Statements of Qualifications. This contract is funded with District of Columbia funds (Locally Funded). Purpose: The District of Columbia Department of Transportation is responsible for the operation and maintenance of the Construction Management Services for all activities required for sidewalk restoration services for the District of Columbia. As sidewalks age they can develop trip hazards and other barriers to access, especially for people with disabilities. Repairs to sidewalks, curbs and ramps are needed. Materials used will be primarily concrete and brick. Small amounts of porous flexible pavement will also be used. The locations will be throughout the city and will change weekly. All work must be done to DDOT and Americans with Disabilities Act (ADA) requirements. Starting each spring and continuing through the fall, DDOT will be performing this sidewalk restoration in other to keep the Districts Pedestrian Access Routes in the best shape possible. Convenience for businesses and residents, in addition to the quality of work, are top priorities during this process. Thus, the District seeks the services of a qualified professional firm to assist in the management of this citywide local sidewalk restoration contract. Scope: The Consultant shall carry out Construction Management services, including, but not limited to, assessment of the work of the construction contractor for compliance with District rules and regulations, prepare, maintain and secure on current basis all contract records including correspondence, modifications, claims, Consultant documents, partials payments, minutes of meetings, daily inspection reports, construction estimates, as-built drawings, specifications, submittals, safety reports, accident reports, RFIs, non-compliance and rejection notices, etc. Work may be assigned on an emergency basis to provide services for critical repairs. General services will be assigned on an as-needed basis, which shall define the scope of work and expected outcomes. The Consultant will be required to visit assigned locations accompanied by the Contract Administrator, or his/her designee, to verify the scope of work and limits for rehabilitation, including, but not limited to, repair/replacement work. The Consultant shall provide an estimate for the assigned work using negotiated labor rates, as well as a schedule for completing the services. The Consultant shall provide staff to carry out inspection and coordination of all construction activities on the project as they are being performed, resolve field construction problems and provide design input for changes to the contract administrator (CA).
