The purpose of this RFP is to solicit competitive proposals from qualified persons and/or firms for the development of the Five-Year Consolidated Plan and the preparation of the Analysis of Impediments to Fair Housing Choice and the Fair Housing Plan for submission to the U.S. Department of Housing and Urban Development. The documents must meet all requirements of the Federal Regulations. The City of Palmdale has been an Entitlement jurisdiction for the purpose of receiving an annual formula grant allocation of Community Development Block Grant (CDBG) since 1995 and has been a participating jurisdiction to receive HOME Investment Partnership (HOME) program funds since 2004. The Five-Year Consolidated Plan (Consolidated Plan) and the Analysis of Impediments to Fair Housing Choice and the Fair Housing Plan (Analysis of Impediments) is a requirement to receive these Federal funds from the Department of Housing and Urban Development (HUD). The Consolidated Plan provides HUD with a comprehensive assessment of the City's housing and community development needs and outlines the City's priorities, objectives and strategies for the investment of CDBG and HOME funds to address these needs over the next five years, beginning July 1, 2025, and ending June 30, 2030. The most recent CDBG allocation was $1,467,355. The most recent HOME allocation was $590,664. The City's current Consolidated Plan was approved by City Council on May 6, 2015, and covers the period of July 1, 2020, through June 30, 2025. The Analysis of Impediments identifies impediments that deter residents from having fair housing choices within the City of Palmdale. The Fair Housing Plan states how the city will act on its responsibility to address the impediments and take appropriate action(s) to overcome the effects of any impediments, maintain records reflecting the analysis and other actions in this regard. The Analysis of Impediments provides an overview of laws, regulations, conditions, or other possible obstacles that may affect the individual or household's access to housing. The current Analysis of Impediments was adopted by City Council on June 2, 2020. The development of the Five-Year Consolidated Plan and the Analysis of Impediments to Fair Housing is funded by entitlement grants from the U.S. Department of Housing and Urban Development. By law, certain regulations are imposed on the use of Community Development Block Grant (CFDA 14.218) and HOME Investment Partnership Program (CFDA 14.239) funds. The Consultant agrees to comply with applicable laws and regulations, including but not limited to the subject matter of the Certifications.
