The rough order of magnitude (ROM) for this project is between $25,000,000 and $100,000,000 in accordance with (IAW) DFARS 236.204. Under this Statement of Work (SOW), perform investigative, design, and construction activities necessary to meet Air Force and other customer design requirements. Warrant the work in accordance with FAR 52.246-21. Perform existing conditions, environmental, site investigation and design activities as necessary to develop a comprehensive design compliant with applicable federal, state, local, DoD, and Air Force design requirements. This SOW sets forth the requirements for a Regional Engineering and Construction (RE&C) Task Order Contract which describes this design-build construction effort at Sheppard AFB, Texas. Provide the Government with a complete engineering design, construction, and warranty IAW FAR 52.246-21, for the repair of Runway 15C/33C and Overruns 15R/33L. The work generally includes full-depth reclamation (FDR) of asphalt pavement and aggregate base and placement of hot-mix asphalt (HMA) surfacing for the 150' wide center section of Runway 15C/33C, FDR of surface treatment and aggregate base and placement of HMA surfacing for two 1,000' x 150' runway overruns, constructing new 10' wide HMA shoulders along each side for the full length of the runway, repair of runway sub drainage system by removing existing system and installing new along the full length of the runway, and repair by replacement of airfield lighting components. Additionally, the work includes replacement of joint sealant, spall repairs, and selective slab replacement of 1,000' by 150' and 1,200' by 150' concrete pavement runway ends. At Overruns 15R/33L repair of two 1,000' x 300' asphalt runway overruns by removing surface treatment and installing asphalt pavement. Comply with UFC 1-200-02, High Performance and Sustainable Building (HPSB) requirements and document with each design submission using the form provided in Appendix B. This project does not require third party certification of the HPSB requirements. This TO will utilize the following Base Bid Items (BBI): Base Bid Item 1 - Construction Services: Repair Runway 15C/33C and Overruns 15R/33L Base Bid Item 1.1 - Performance and Payment Bond for Base Bid Item 1 Base Bid Item 2 - Minor Construction Services: Repair Runway 15C/33C and Overruns 15R/33L Base Bid Item 2.1 - Performance and Payment Bond for Base Bid Item 2 Base Bid Item 3 - Design Services: Repair Runway 15C/33C and Overruns 15R/33L This SOW encompasses the full range of methods, technologies, and supporting activities necessary to conduct project construction at Sheppard AFB. Air Force installations and other locations within the United States in accordance with technical and regulatory requirements. Base Bid Item 2 - Minor Construction Services, will consist solely of the work to establish the newly paved shoulder along the full length of Runway 15C/33C. All airfield lighting work will be included as part of Base Bid 1 - Construction Services. Function as an integral team member in support of the Air Force and other customer missions, to include sharing information with other Contractors and cooperation with communities and other Government entities All questions generated during the site visit were provided to the CO and Contract Specialist (CS) for an official response on 4 October 2023. *The value for this project is based on a financial range.
