Renovation of a military facility in Shaw AFB, South Carolina. Conceptual plans call for the renovation of a military facility.
The purpose of this sources sought submission is to gather information in support of Variable Refrigerant Flow HVAC Systems installation requirement. Request all interested parties answer the nine (9) questions available through the included (Survey Monkey) link below and questions in the attached document named Atch 2-Questionnaire-VRF HVAC System. PHASING: The demolition and construction of this project shall occur in four phases. Each phase will be determined by the VRF systems and the area of the building which they support. The contractor shall coordinate each phase and shutting down segments of the building with the government project inspector and Contracting Officer. DEMO: The contractor shall demolish the outdoor units. The contractor shall demolish the indoor heating/cooling distribution units. NEW WORK: The contractor shall install a new Trane/Mitsubishi or equal hybrid VRF system for each phase of the building. The branch selectors must be installed in a mechanical room. The contractor shall install water specialties (water make up, chemical make up) to support the new system. The contractor shall install Dedicated Outdoor Air System (DOAS) units in replacement of the Energy Recovery Ventilator units (ERV) and reuse the ERV ductwork for the DOAS supplementary air distribution. The interior of the reused ductwork shall be cleaned. An opening through the exterior wall will need to be created to connect one of the units. The contractor shall install a stand-alone HVAC system for the kitchen area. The new unit shall be ducted and the outdoor unit shall be installed on the existing pad located in the backyard. The existing ductwork can be reused. If the ductwork is reused the interior shall be cleaned. The contractor shall install new thermostats throughout the building and connect to a new master Building Automation and Control Network (BACNET) panel. The new panel shall be wired and programmed into the base Energy Management Control (EMCS) network. The contractor shall replace all outdoor refrigerant lines. The contractor shall insulate all new refrigerant and water lines. Any exterior lines shall be wrapped in aluminum jacketing. The contractor shall install drain condensate pumps on all wall mounted units as well as the indoor kitchen unit. The contractor shall check the drain lines for clogs and clear if necessary. The contractor shall install a new drain pan for the kitchen unit. The contractor shall provide new refrigerant for all systems. The contractor shall use the manufacturer for the start up of each phase. The contractor shall follow Shaw Design and Construction Standards. Contractor shall coordinate any HVAC and electrical outage with the government project inspector. Design set points for any new equipment must adhere to 76o inside temperature, 90o outdoor dry bulb temperature, 75o outdoor wet bulb temperature, and 25o outdoor winter temperature when applicable. Construction is expected to take approximately 308 calendar days. The Method of Contractor Selection has not been determined at this Time.
