The Southeastern Public Services Authority (SPSA) desires to reduce the amount of municipal solid (MSW) waste being landfilled from the region it serves. SPSA invites interested parties to respond to our Request for Information (RFI) regarding potential alternative MSW processing and disposal technologies and facilities that can effectively and reliably manage all or part of the waste stream managed by SPSA. Through this RFI, SPSA seeks information from interested parties in the following areas: 1. Existing facilities that can effectively and reliably process MSW managed by SPSA. 2. New facilities and associated technologies that could be sited, permitted, and constructed to process MSW managed by SPSA. 3. Time frame for implementing either of the above. 4. Specific conditions desired or required to support the above, e.g., minimum term of agreement or financing requirements. A subsequent procurement process will follow where an Invitation for Bid (IFB) or Request for Proposal (RFP) will be issued for the specific services to be procured. SPSA is a public body politic and corporate of the Commonwealth of Virginia created in 1973 pursuant to the Virginia Water and Waste Authorities Act (formerly, the Water and Sewer Authorities Act). SPSA is the regional solid waste collection and disposal agency for over one million residents in the Hampton Roads and Southeastern regions of Virginia. The members of SPSA include the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach, and the counties of Isle of Wight and Southampton, all located in the Commonwealth of Virginia (each, a "SPSA Member Community" and collectively, the "SPSA Member Communities"). SPSA's disposal system includes a Regional Landfill located in Suffolk, Virginia and nine (9) Transfer Stations (including the Regional Landfill). In addition, SPSA's disposal system includes a Transportation Operation, a Fleet Maintenance Facility, a Tire Shredder Facility, a White Goods Program, and a Household Hazardous Waste Program. Please see SPSA's Annual Report and Survey, available at the Publication and Reports section of SPSA's website at www.spsa.com, for a more detailed description of SPSA's disposal system and current operations. SPSA currently accepts municipal and commercial non-hazardous solid waste at nine Transfer Stations (including the Regional Landfill). The MSW and commercial nonhazardous solid waste received at SPSA Transfer Stations is commingled. During SPSA's most recently completed fiscal year (July 1, 2022 until June 30, 2023), SPSA managed approximately 761,000 tons at its transfer stations and Regional Landfill. Approximately 479,000 tons were received from SPSA Member Communities. For careful consideration of all presentations that may be received, SPSA respectfully requests that presentations be prepared in a standard outline format to include the following order of information. Facilities and Technologies: Explanation of proposed facility(s) and technologies that could be offered to manage all or part of the waste stream managed by SPSA, including where a similar facility/technology been previously constructed and operated successfully, land requirements, and proposed facility location (if known), Specific Requirements: Specify any commitments that would be requested of SPSA to enter an agreement with your company to utilize the proposed facility/technology (e.g., term of contract, minimum/maximum tonnage, financing, etc.) Schedule: Time frame to deploy your proposed technology to including land procurement, local, state, and/or Federal permitting, design, construction, and commissioning. Also discuss any other issues that could affect the implementation schedule. This RFI does not represent any award commitment on the part of SPSA, nor does it obligate SPSA to pay for costs incurred in the preparation and submission of any responses. Responses to this RFI are subject to the Virginia Freedom of Information Act, therefore, do not include information with your Firms response that is considered to be proprietary or trade secret.
