Site work for a water / sewer project in Reno, Nevada. Completed plans call for site work for a water / sewer project.

Truckee Meadows Water Authority (TMWA) is accepting sealed bids for all labor, materials, equipment, and incidentals required for the replacement of approximately 4,530' of existing water main by trenching and 110' of existing water main by jack and bore in Reno, Nevada. All existing pipe to either be grout filled and retired in place or removed. All content viewed and/or downloaded is considered confidential information and shall be used by the Recipient solely for the purpose of evaluating and potentially submitting a bid for the Project, and not in any way detrimental to TMWA. Recipient shall not copy or otherwise reproduce any confidential information and may not distribute any information to any third-party that is not necessary for purposes of evaluating and submitting a bid for the Project. The Engineer's estimate is: $1,623,510 - $1,984,290 This Project is deemed a Horizontal Construction Project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Cuttoff Date & Time 12/18/2023 05:00:00 PM (ET) .Questions specific to the Bid should be submitted electronically. Bid results and the bid tabulation will be posted on NGEM and Bidders will be notified electronically of the results. TMWA reserves the right to reject any or all Bids, including without limitation the right to reject any or all nonconforming, nonresponsive, unbalanced, or conditional bids, and to reject the Bid of any Bidder if TMWA believes that it would not be in the best interest of TMWA to make an award to that Bidder. TMWA also reserves the right to waive informalities. Bids will be evaluated as prescribed in Nevada Revised Statute 338.147 Responsibility: Bidders are solely responsible for ensuring their Bid is received by TMWA in accordance with the solicitation requirements, before the bid submittal deadline, and electronically via NGEM. TMWA shall not be responsible for any delays by transmission errors or delays or mistaken delivery. Extension of Bid Submittal Deadline: TMWA reserves the right to extend the bid submittal deadline when it is in the best interest of TMWA. Interpretations and Addenda: Bidders shall take no advantage of any apparent error or omission in the Bidding Documents. In the event a Bidder discovers such an error or omission, it shall immediately notify the contract administrator in writing through NGEM. TMWA will then make such corrections and interpretations as may be deemed necessary for fulfilling the intent of the Bidding Documents. Any addendum or written clarification supplementing the plans, specifications, and Contract Documents issued prior to the time set for the submittal of the Bid Proposal shall be made part of the contract. TMWA is not bound by any oral representations, clarifications, or changes made by employees, or representatives, unless such clarification or change is provided to all Bidders which will be posted on the NGEM website. No addendum shall be issued by TMWA less than two (2) working days prior to bid submittal deadline unless the bid due date is extended. Prior to submission of the Bid, each Bidder shall ascertain that it has received all addendums issued. The Bidder shall acknowledge receipt of all addenda by completing the acknowledgement on the bid attributes tab in NGEM. Bid Security: Each Bidder's proposal must be accompanied by a copy of a cashier's check made payable to TMWA or Bid Bond acceptable to TMWA in an amount equal to at least five percent (5%) of the Bidder's base Bid Proposal. The original cashier's check or Bid Bond must be received by TMWA within 7 calendar days of bid closing. Either mail to TMWA, Attn: Purchasing and Contracts, PO Box 30013, Reno, NV 89520 or drop off at TMWA's offices at 1355 Capital Blvd. Reno, NV 89502, Attn: Purchasing and Contracts. Bid security shall be payable without condition to TMWA as a guarantee that the Bidder, if awarded the contract, will promptly execute the contract in accordance with the Bid Proposal and in the manner and form required by the Contact Documents, and will furnish the required performance and payment Bonds. Should the Bidder refuse to enter into such contract or fail to furnish such Bonds, the amount of the bid security may be forfeited to TMWA as liquated damages, not a penalty. Failure to include bid security will cause the Bid to be rejected and not considered. Surety companies issuing Bid Bonds must be licensed to issue surety by the State of Nevada Insurance Division. Bonds issued by an individual surety are not acceptable to TMWA. TMWA will have the right to hold the bid security of Bidders to whom an award is being considered until either (a) the contract has been executed and Bonds have been furnished, or (b) the specified time has elapsed so that bids may be withdrawn, or (c) all bids have been rejected. Contractor's License: All Bidders shall be licensed by the State of Nevada (and/or California if applicable) to do the type and value of work contemplated in this project. The successful Bidder shall possess a valid and applicable contractor's license issued by the Nevada State Contractors Board under the provisions of Chapter 624 of Nevada Revised Statutes (and/or California if applicable), at the time of submitting its bid. All Bidders shall ensure that all sub-bids utilized in preparing the bid have been obtained from Subcontractors who are properly licensed on the bid date by the Nevada Contractors Board (and/or California, if applicable) to perform their portion of the work. A Subcontractor named by the Bidder who is not properly licensed for that portion of the work is unacceptable. The Bidder shall provide an acceptable Subcontractor within 48 hours of discovery of the exception and before any further work on the project is undertaken. Joint Venture: Bidders proposing to submit a joint venture bid shall obtain written approval from the Nevada State Contractors Board prior to submitting such a bid and shall include a copy of that approval with their bid submittal. Such Bid Proposals shall be submitted in strict accordance with NRS 624.290, and the rules and regulations of the State Contractors Board. All proposals submitted by the contractors in joint venture must be signed by an authorized officer of each firm to the joint venture and show the State of Nevada Contractor's License number of each partner to the joint venture. Bidders Preference: Bidders submitting a proposal to a public body for a Public Work shall bear the responsibility to ascertain the relevancy of the "preference for certain contractors" referenced in NRS Chapter 338. Bidders claiming preference shall submit with their Bid Proposal 1) the "Certificate of Eligibility" issued by the State of Nevada Contractor's Board and 2) the Affidavit of Local Bidders Preference as proof of Contractor's compliance with the provisions of NRS Section 338. Failure to submit the Certificate of Eligibility and Affidavit with your bid shall result in a waiver of any Bidder preference. Note: The provisions in NRS 338 regarding the Bidder's Preference Certificate issued by the State Contractors Board and the Local's Preference Affidavit (provided in the bid documents) do not apply to any contract for a Public Work which is expected to cost less than $250,000. Bidder Representation: Bidders are expected to fully inform themselves as to the conditions, requirements, and specifications before submitting Bids. It is the responsibility of the Bidder to make all measurements to determine bid price. Failure to do so will be at the Bidders' own risk and they cannot secure relief on the plea of error. If, during the course of its examinations, a Bidder finds facts or conditions which appear to be in conflict with the letter or spirit of the Bidding Documents before submitting a bid, the Bidder shall request TMWA, in writing, to provide additional information and explanation. TMWA reserves the right to reject any or all Bids or any part of a Bid. TMWA reserves the right to reject the Bid of any Bidder who previously failed to perform adequately for TMWA or any other governmental agency, who is in default on the payment of taxes, licenses, or other monies due to TMWA or any other governmental agency. TMWA reserves the right to waive any informality or irregularity in any Bid received, and to reject all Bids. In the case of rejection of all Bids, TMWA reserves the right to advertise for new Bids or to proceed to do the work otherwise if it is in the best interest of TMWA.
