Notice ID- W9126G24R0YT0, W9126G24R0ZFD GENERAL INFORMATION: The proposed project is an Unrestricted acquisition to design and construct renovations to the Freeman DFAC at Fort Cavazos, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $45 million. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as "Offerors") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select a target of five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall "best value" to the Government, considering all technical and nontechnical factors including cost or price identified under Phases 1 and 2. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2024. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. PROJECT INFORMATION: Fort Cavazos B39041 is a one-story building constructed as a Dining Facility in 1976. The building was closed in 2020 as a result of multiple maintenance concerns. This renovation project includes the removal of flooring, non-structural walls, electrical, and mechanical systems and equipment; reconstruction to meet current U.S. Army Standards for DFACS; and replacement of systems to meet sustainability requirements. Renovation includes the following elements: Removal of all hazardous materials. Removal of the floor slab in the kitchen area. Regrading of the crawl space to evacuate ground water pooling. Reconstruction of structural support and floors to support proposed kitchen loads and current code. Installation and integration of fire protection systems. Electrification of all kitchens and building mechanical equipment and appliances. Reorganization of the Kitchen, Serving, and Dining areas to meet U.S. Army and Installation requirements for supporting soldiers. Relocation of building systems off the roof to increase accessibility for maintenance and reduce roof damage. Replacement of roof and exterior wall systems to align with current guidance.
