Supporting facilities include a sentry station (B26020), deployment storage (B26021), Petroleum Oil, and Lubricants (POL) storage (B26022), POL storage (B26050), three (3) scheduled maintenance platforms (B26024, 26025, & 26026), two (2) oil/water separators (OWS), and a pump house (B26023), using a Two-Phase Design Build Process in accordance with FAR 36.3 -Two-Phase Design-Build Selection Procedures. CONTRACT INFORMATION: The proposed project will be solicited under Solicitation number "W9126G24R0119" as a Total Small Business set-aside two-step design build request for proposal. The North American Industrial Classification System code is 236220, which has a size standard of $45,000,000. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in August/September 2024. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database (Register via the SAM Internet site at https://www.sam.gov/) and have an established National Institute Standards Technology (NIST) Score. 2. PROJECT INFORMATION: Construction Range is between $10,000,000 and $25,000,000. The Contractor shall provide design and construction of a Tactical Equipment Maintenance Facility (TEMF) inclusive of buildings 26027 (Vehicle Maintenance Shop); 26020 (Sentry Station), 26021(Deployment Storage); 26022 (Petroleum Oil, and Lubricants (POL) storage); 26023 (Oil/Water Separators (OWS) and Pump House); 26024, 26025, 26026 (Scheduled Maintenance Platforms) and B26050 (POL storage) at Fort Cavazos, Texas. This project will replace the failing HVAC system, repair interior and exterior finishes impacted by moisture/high humidity, refinish floors in the maintenance bays and administrative areas, renovate the building exterior, provide a Standing Seam Metal Roof (SSMR), and installation of a 10-ton cranes. Renovations shall increase the life expectancy of the Tactical Equipment Maintenance Facility by 25-years. 3. SUBMISSION INFORMATION: This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as "Offerors") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select no more than five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall "best value" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. After solicitation issuance, contractors may view and or download this solicitation, specifications and all amendments at the following internet addresses: Procurement Integrated Enterprise Environment (PIEE) & Contracting Opportunities (SAM.gov) website. Type in the search box the solicitation number W9126G24R0119. The use of the websites requires prior registration. Plans and specifications will NOT be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the PIEE and SAM.gov website for any amendments to the solicitation. You must be registered with SAM and have an established NIST Score through the Supplier Performance Risk System (SPRS) website https://www.sprs.cds.disa.mil to receive a Government contract award. Phase 1 proposals will be due at the established date in the solicitation. If the Government elects to conduct a pre-proposal conference and site visit for Phase 2, it will be conducted after the Phase 2 selection has been made. 4.
