Solid Waste and Recycling Services RFP (City of Lake Forest and City of Laguna Hills) The Cities of Lake Forest and Laguna Hills (the Cities) are seeking proposals from qualified firms to provide municipal solid waste and divertible materials collection, processing, disposal, and transportation services. The two contiguous Cities are using a joint RFP process to gain procurement process efficiencies and, when the contracts become effective, to maximize cross-jurisdictional routing efficiencies to reduce costs to ratepayers. Section 6 of this RFP includes the contract that each City plans to award to the selected proposer. The contracts are mirror images of each other. The Cities envision selecting the same proposer and each City awarding a contract to that selected Proposer. The Cities are requesting proposals to provide collection, transportation and disposal of municipal solid waste and the collection, transportation, processing and diversion of recyclable materials, yard trimmings, food scraps, and other materials for an eight (8) year period beginning July 1, 2025 and terminating June 30, 2033 with the possibility of two (2) one-year extensions based on the selected Proposers attainment of performance measures.
