Scope of Work 4.1. RFP for Capital Improvement Program and Public Works Projects - Municipal Services The City is looking for an individual or small team of qualified engineers (ranging from entry-level engineers to senior-level engineers) to provide owner's representative services that would assist with public projects in the Capital Improvement Plan ("CIP") and various Public Works projects. As the owner's representative, the Consultant will serve as a liaison between the city and the various parties in the project, such as engineers, contractors, inspectors, and other regulatory authorities. This may include but is not limited to, project-specific preparation of requests for proposals, preparation of scopes of work, organization/administration of interviews, administration of meetings, and advisement on design alternatives, environmental processes, right-of-way acquisitions, construction impacts, schedules, constructability, and change orders. Generally, the owner's representative is to safeguard the city's interests, ensure project compliance with regulations and specifications, oversee progress, manage budgets, and communicate project updates to city officials and stakeholders utilizing the Consultant's expertise. The approved CIP budget is a two-year plan (fiscal years 2023-25) that will require full commitment to the program. The overall CIP plan is a seven-year program (attached herein), and future years beyond the two-year initial plan will be programmed into the City's budget as approved by the City Council. 4.2. Scope of Services Consultant shall develop preliminary scopes of work and provide owner's representative and project management through all phases of project development from scope initiation through construction and project close out. For the purposes of the RFP, the consultant shall propose the following 10 initial projects: Street Resurfacing and Slurry Seal Projects Project Description and Scope: This CIP project provides asphalt overlays on arterial roadways and slurry seals on collector and residential streets as determined by the Pavement Management System. The system is designed to avoid expensive deferred maintenance. Conformance with the system makes the City eligible for Measure M funding. The Consultant will be responsible for project management for the preliminary engineering, final design, and construction phases of the project. Currently, FY 2023-24 identifies that the residential streets in Zone D will be slurry-sealed. In FY 2024-25 residential streets in Zone E will be slurry-sealed. In FY 2023-24, Trabuco Road from Bake Parkway to Peachwood, and Lake Forest Drive from Lake Forest Drive to Portola Parkway will be resurfaced. In FY 2024-25, Lake Forest Drive from Fernleaf to Serrano Road will be resurfaced. The City's zones are shown below:Aliso Creek Drainage Repairs Project Description and Scope: This CIP project would include drainage repairs at various locations along Aliso Creek. The first location is a storm drain pipe, on the south side of El Toro Road opposite Northcrest, flowing into Aliso Creek. The second location is slope repairs along the Aliso Creek access road east of Trabuco Rd. The consultant will be responsible for project management for the preliminary engineering, final design, and construction phases of the project. Foothill Ranch Box Lacrosse Installation Project Project Description and Scope: This CIP project would convert one of the two existing roller hockey rinks at Foothill Ranch Community Park into a Box Lacrosse rink. The project will include the installation of all new rink components: plexiglass upper walls, rink boards, safety netting, goals, sports court/lining, penalty benches (two one for each team), scorekeeping bench, player benches (one for each team), and the electrical infrastructure to be able to run a scoreboard and two shot clocks (one for each team). The Consultant will be responsible for project management for the preliminary engineering, final design, and construction phases of the project. Pickleball Analysis and Court Installation Project Project Description and Scope: This CIP project would evaluate and identify the potential for pickleball courts and opportunities for pickleball courts that would be best to accommodate noise and space. This could include restriping of current tennis/basketball courts and/or adding brand new courts. The Consultant will be responsible for project management for the preliminary engineering (including outreach efforts), final design, and construction phases of the project. Etnies Skate Park Improvement Project Project Description and Scope: The Etnies Skatepark of Lake Forest Renovation Project will include work completed on the building (staff office areas, pro shop, front desk, restrooms, and storage), the skateable areas, and the landscape around the park. Changes to the building area would include the addition of windows to the back of the office (facing the skate area), additional storage and office cabinets, standing desks, the build-out of the pro shop/snack bar, installation of an HVAC unit, repair/replacement of roll-up windows and locks, fortify the building against pest/insects and add a small kitchen area with hot/cold running water, filtered/drinking water, and an ice machine. Lastly, the office area renovations would include an update to the IT infrastructure moving the equipment currently placed under the desk to a small server room on-site, adding a cable patch panel, relocating all items from the office storage room to the electrical room, replacement of all existing network cables with new Cat6 cables running through new cable conduit. Renovations to the skateable area of the park would include concrete repairs, additional shade structures, resurfacing of the skateable terrain, as well as an addition/remodel of current skateable features. A "refresh" of the skateable area would include incorporating an accent color on the skate area transitions and updating/expanding the in-park mister system, replacing current light towers with LED lighting, and updating the drinking fountain. Renovations to the bathrooms would include installing new sinks, toilets, and automatic flushing controls. Landscape renovations would include adding a flagpole in the roundabout, updating electrical associated with the decorative light poles in the turnaround area and facing Lake Forest Dr, adding solar panels on the building, and planting drought tolerant landscape as shown in the park's design landscape plans. The exterior areas of the park should also be considered for renovations, such as updating the hill/slope area adjacent to the park, considering adding stands adjacent to the 241, considering space for a "pump track", re-positioning the skatepark street sign to make it more visible, and look to redesign the "wheel wall" into a history wall of the skatepark/skateboarding. The Consultant will be responsible for project management for the preliminary engineering (including outreach efforts), final design, and construction phases of the project. Arterial Medians Improvement Project Project Description and Scope: This project will replace existing painted medians and stick down delineators with raised hardscapes to improve traffic safety. These locations include Trabuco Road north of El Toro Road, and Rockfield Boulevard south of Lake Forest Drive. The Consultant will be responsible for project management for the final design and construction phases of the project. Los Alisos and Rockfield Improvement Project Project Description and Scope: This project will widen westbound Los Alisos at Rockfield to add a dedicated westbound right-turn lane. The Consultant will be responsible for project management for the construction phase of the project. Lake Forest and Rancho Improvement Project Project Description and Scope: This project will widen southbound Rancho Parkway to create an eight-foot-wide bike lane/defacto right turn. The Consultant will be responsible for project management for the construction phase of the project. Lake Forest and Jeronimo Improvement Project Project Description and Scope: This project will widen southbound Jeronimo at Lake Forest by approximately three feet to create an eight-foot-wide bike lane/defacto southbound right-turn lane. The Consultant will be responsible for project management for the construction phase of the project. El Toro Bus Shelter Renovations Project Project Description and Scope: This project would renovate existing bus shelters along El Toro Road. The Consultant will be responsible for project management for the preliminary engineering, final design, and construction phases of the project. Additional public projects may be included as City needs and priorities dictate. Currently, the budget for this scope of work is approximately $260,000 per year, for the next two fiscal years. Therefore, the consultant shall propose a team of qualified engineers (or an individual) and their hourly rates to be able to manage the initial projects and future public projects. Consultant shall provide a cost proposal for a single blended rate (of a team) or individual rate and shall assume a total of 1,000 hours for the purposes of evaluating this RFP. The awarded contract will be based on proposed hourly rates from the selected consultant(s) with an approximate contract budget of $500,000 for the first two years of the contract. In addition, the City reserves the right to contract with multiple consulting firms based on qualifications. Project Description Request for Proposals for Capital Improvement Program and Public Works Projects - Municipal Services The City seeks proposals from qualified firms for Capital Improvement Program and Public Works Projects for Municipal Services to supplement full-time staff within the Public Works Department. The scope of work to be provided includes the areas of staff augmentation, plan check review, project management/administration, and inspection of Capital Improvement Program ("CIP") projects and Public Works projects. The City anticipates awarding a contract with an initial three-year term. The City will have the option, at its sole discretion, to extend the agreement for up to two additional one year terms. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal option and shall re-bid the work. All questions, requests for interpretations or clarifications, either administrative or technical must be requested via the City's eProcurement Q&A feature. All written questions will be answered in writing and conveyed to all interested firms. Oral statements regarding this RFP by any persons should be considered unverified information unless confirmed in writing. To ensure a response, questions must be received before 5:00 pm on Tuesday, January 9, 2024.
