The Commonwealth of Pennsylvania, Department of General Services, is issuing this Invitation for Bid (IFB) for Liquid Bituminous Materials for Commonwealth agencies. In addition, Local Public Procurement Units (COSTARS), as defined by the Commonwealth Procurement Code, may use this contract in accordance with the COSTARS Provision contained within the contract terms and conditions. This contract covers materials only. Suppliers are not permitted to perform any application services. Failure by any supplier to abide by the scope of this contract may result in the termination of their contract. For the purposes of these Specifications, the Pennsylvania Department of Transportation (PennDOT) is referred to as the Department. The Contract shall commence on the Effective Date no earlier than March 1, 2024 and expire on February 28, 2026. The Contract or any part of the Contract may be renewed for three (3) additional one (1) year terms by mutual agreement between the Commonwealth and the Supplier(s). The renewal may be exercised as individual or multiple year terms(s). Estimated requirements (quantities) for the renewal period will be provided upon request. Upon renewal the same Contract terms and conditions shall apply as the prior year.
