Renovation of a medical facility in Panama City, Florida. Completed plans call for the renovation of a medical facility.

The Bay County Board of County Commissioners (County) seeks bids from qualified, licensed, Contractors to provide labor and materials to perform HVAC VAV box repairs at the Bay County Health Department, located at 597 W. 11th Street, Panama City, FL 32401. Repairs include installation of new Trane RIRO dampers, new JCI controllers with new thermostat/sensor and commissioning all new equipment with the existing JCI Meta Sys BAS. Funding for the project may be made possible through American Rescue Plan Act (ARPA) and is contingent on strict conformance to the guidelines set forth by Federal Procurement and Contract Standards. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 3. Respondents shall attend the pre-bid meeting. Any respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project and answer questions. All respondents must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will "Officially" start. Anyone not signed in at the "Official" start of the meeting will be considered late and will not be allowed to propose on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting. In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid. Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity. Special Accommodation: Any person requiring a special accommodation at a Pre-Bid Conference or Bid opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Pre-Bid Conference or Bid opening. For Hearing Impaired, Dial 1-800-955-8771 (TOO), and 1-800-955-8770 (Voice). For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents. The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124. Bidders shall submit all questions, in writing, to the Purchasing Department via email Purchasing@baycountyfl.gov, the Bonfire portal, or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CST) on Friday, January 19, 2024. Contractor shall be a Florida licensed and insured Mechanical / HVAC Contractor. Sub-Contractors shall be Florida licensed in their trade. Bids may be deemed non-responsive if not accompanied by proof of appropriate State of Florida License. Services to be performed for repairing Trane VAV box dampers and connecting and commissioning new controllers and components to the existing BAS system. The 12 VAV boxes to be addressed are assigned to air handler #3. All quotes to be presented on a per unit cost basis. Please see below: - Remove supply air flex duct from VAV box. - Remove non-functioning cone damper. - Install new Trane RIRO retro fit damper to VAV box and reconnect supply air flex duct. - Seal all duct joints with code compliant tape. - Change out old controller to JC M4-CV and re-establish all points, i.e: t'stat, H.W. valve actuator, motor start/status, VAV damper control (cfm setpoint and actual), plus any other point attached to old controller. - Install new DAT sensor and connect to controller. - Install new thermostat wire and new NS 8000 network sensor in a vertical position. - Commissioning of new controllers to existing JCI MetaSys program including existing and new points. - Perform T&B on all repaired boxes to design specs. - All necessary permitting will be the responsibility of the contractor.
