Request for Proposals (RFP) for Architectural and Engineering Services for the Goleta Valley Library ADA, Safety, and Building Improvements Project The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to provide architectural and engineering design services for the Goleta Valley Library ADA, Safety, And Building Improvements Project (CIP #9130). The total project cost is estimated to be $5,348,000, inclusive of architectural and engineering services, permitting, construction management, inspection, construction, and contingency costs. Services provided by the Consultant shall include, but not be limited to, the following tasks: 1. Pre-Design & Conceptual Design 2. Design Development 3. Construction Documents 4. Permitting 5. Bidding & Award Support 6. Construction Support Services 7. Project Close-Out The City of Goleta has received a grant from the California State Library Building Forward Grant Program to address critical safety and maintenance needs at the Goleta Valley Library, located at 500 North Fairview in Goleta, CA. The existing building was constructed in 1972 and is approximately 15,437 square feet. Since its original construction, the building has yet to undergo significant renovations. The Library circulates over 660,000 materials annually, and the average annual number of visits is 260,000. This project will ensure that the Library is safe and accessible for all patrons and brought up to current building and code requirements. The scope of the project includes, but is not limited to: implementation of various ADA improvements, including remodeling restrooms and providing accessible paths of travel; electrical system upgrades, HVAC, and life/safety systems (emergency exiting, fire alarm, and fire suppression system); paint the exterior; and complete structural repairs for water/termite damage. The consultant must be available to start work by April 2024. The City requires the consultant to designate one individual as the project manager. The project manager will be the point of contact for all communications including reporting and invoices for this purchase order and will be responsible for oversight of all work activities. Notice is hereby given that the City of Goleta (City) is currently soliciting proposals for professional architectural and engineering services for the design and construction of the Goleta Valley Library Americans with Disabilities (ADA), Safety, and Building Improvements Project. Proposers must be registered electronically in order to receive addendum notifications and submit a proposal. If any Addendum issued by the City is not acknowledged electronically by the Proposer, will prevent the Proposer from submitting an RFP. Proposers are responsible for obtaining all addenda electronically. If further information is needed, submit questions through electronically. It is the responsibility of the proposer to submit their RFP with sufficient time to be received by electronically prior to the receiving date and time. Consultant agrees in accordance with Section 1735 and 1777.6 of California Labor Code, and the California Fair Employment Practice Act (Sections 1410-1433) that in the hiring of common or skilled labor for the performance of any work under this contract or any subcontract hereunder, no contractor, material supplier or vendor shall, by reason of age (over 40), ancestry, color, mental or physical disability, sex, gender identity and expression, marital status, medical condition (cancer or genetic characteristics), national origin, race, religious belief, or sexual orientation, discriminate against any person who is qualified and available to perform the work to which such employment relates. Questions and answers shall be submitted through electronically. The City will not be bound by or be responsible for any interpretations or conclusions drawn from this RFP. Any questions the City feels are pertinent to all interested proposers will be answered to all participating proposers as addenda to this RFP.
