SCOPE OF WORK - Lock & Dam 2 Crossover Vault Sediment Pumping 1. Project Description The Saint Paul District of the U.S. Army Corps of Engineers (USACE) has issued this solicitation for pumping services at Lock and Dam 2 in Hastings, MN. The USACE operates Lock & Dam 2 as part of the navigational waterway mission of the Upper Mississippi River Valley. This contract is to supply pumping services of the two (2) separate Lock & Dam 2 Crossover Vaults. These services will allow the successful future repairs of mission critical electrical circuits in support of Lock & Dam 2 operations. The Contractor shall be responsible for the complete removal and disposal of all sediment material located in the two (2) vaults, providing all pumping/vacuum equipment necessary to complete the sediment removal of the two vaults, the transportation of pumping equipment to and from the site, the transportation of the pumped material to a disposal site, all labor associated with the setup and operation of the sediment removal equipment, and all costs associated with the sediment removal and disposal operations. The Contractor shall have a representative(s) present onsite to provide oversight of all sediment removal equipment mobilization, equipment setup, removal operations, transportation of sediment off site, and disposal of sediment material. The Government will provide a water supply source to the sediment location inside the vaults as necessary to create a pumpable slurry in the sediment. The two (2) vaults where the sediment is to be removed are classified as confined spaces and contain vertical shafts to access the floor of the vaults. The government will provide all labor inside the vaults necessary to complete the sediment pumping operations. The government will manage all site safety in the work area. The government will manage all confined space and fall protection safety requirements for the government employees conducting work in the two (2) vaults. The government is responsible for the Lock-Out Tag-Out (LOTO) of all the electrical circuits in these two (2) vaults necessary to eliminate all electrical hazards while the work is being accomplished. All work shall take place at Lock & Dam 2 in Hastings, MN. All work may commence after January 1st, 2024 Monday -Thursday 0800-1600, excluding Federal Holidays, and must be completed no later than February 9th, 2024. 2. Project Scope Statement The current state of the two (2) vaults is that they contain river sediment that accumulated naturally over time. The vaults have been dewatered within one foot of the top level of the sediment. The depth of the sediment in each vault is approximately 7' and contains approximately 88 yards of sediment. The sediment is in a wet and settled state. The bottom elevation of each vault is approximately 40' down the vertical access shaft. Reference the government provided 3-D drawing and the As-Built drawing number M-L2-29/12, Lock & Dam 2, Electrical Conduit Crossover. Per the As-Built drawing Manhole #1 provides access to the Land Wall vault, and Manhole #2 provides access to the Riverward Wall vault. Based on physical observations the Corps believes that there is approximately 88 cubic yards of sediment, 17,773 gallons, between the two vaults. The Corps is unable to determine the volume of water needed to suspend and pump the material. For the purpose of solicitation and evaluation of quotes the Corps is using 53,319 gallons of material for the total net pumped volume, sediment & water slurry, to be removed from the vaults (aka total quantity disposed of offsite). The total number of gallons pumped will be logged per truck load, and agreed upon by an onsite Government representative, and a final contract modification done at the end of the contract to adjust totals to match the actual volume of material pumped. The per gallon price will be inclusive of all costs and profit and be in whole penny amounts. Should, during the course of contract performance, it become clear that the total pumped volume will exceed 53,319 gallons the contractor shall contact the Contracting Officer, in writing (email), at least 48 hours prior to the expected limit being reached for, written, authorization to exceed the listed threshold. Any pumping in excess of the limit, prior to written approval by the Contracting Officer, is done at the Contractor's own risk. The Base Scope of Work Contractor is responsible for the removal of all the sediment from the two (2) vaults. The vaults are accessible from the top elevation of the lock wall via the outlined Manholes #1 and #2. The contractor is responsible for planning the sediment removal, providing all necessary equipment to remove the sediment, setting up all equipment for pumping operations including suction hoses/vacuum lines, providing all equipment necessary to transport the material to the disposal site, and providing all labor necessary for the equipment setup and sediment removal operations taking place outside the Manhole #1 and Manhole #2. The contractor may use any configuration of equipment necessary to accomplish the removal, transport, and disposal of the sediment material provided it's done so in accordance with OSHA and USACE safety regulations. The contractor may use site power sources if they are available, but availability in any location is not guaranteed. The government is responsible for providing all necessary labor inside Manhole #1 and Manhole #2 provided the contractor is utilizing suction and/or vacuum equipment to remove the sediment from the vaults. The government labor will coordinate with the contractor to conduct all handling of the suction/vacuum hoses inside the vaults. Due to the remote location of Manhole #2 to access the Riverward Wall vault, the government will provide barge access for sediment removal equipment & trucks to be loaded onto so equipment can be positioned adjacent to the lower Riverward Wall location thereby providing the shortest obtainable distance to Manhole #2. The government may provide crane rigging and lifting services to assist with moving sediment removal equipment from the barge to the top elevation of the lower Riverward Wall area. All crane and rigging services provided to the contractor by the government are subject to approval/disapproval by the government. Each lift will be evaluated on a case by case basis to ensure safety regulations and lifting limitations of both the crane and rigging are being adhered to while handling contractor owned materials.
