The purpose of this Invitation for Bid (IFB) by Stafford County, Virginia (County) is to award one (1) or more, with a maximum of five (5), Job Order Contracts (JOC or Contract) to qualified Contractors to perform repair, alteration, maintenance, rehabilitation, demolition, and construction services related to the County's water and sewer distribution and collection systems (i) during regular business hours, (ii) as-needed at various Stafford County facilities; and (iii) as-needed on an emergency basis for the Stafford County Department of Utilities (Department). The County is not responsible for verbal clarification of information provided by parties other than staff of the Procurement Division. Stafford County reserves the right to reject any or all Bids and to waive any informalities in the bidding. The Department expects to need assistance from time to time to address deteriorated water and sewer pipes and will also incur the need to install new pipes. Contractors shall have proven experience in the provision of labor, equipment, materials, and tools to perform installation, repair, replacement, alteration, maintenance, rehabilitation, demolition, and all other construction services related to the County's water and sewer distribution and collection systems. No Bid shall be withdrawn under this section when the result would be the awarding of the contract on another Bid of the same Bidder or of another Bidder in which the ownership of the withdrawing Bidder is more than five percent (5%). The Contract term will be for one (1) year (Base Term) with up to two (2) additional one (1) year optional renewal terms. The Contractor shall provide all labor, equipment, materials, profit, overhead, and tools necessary to perform miscellaneous water and sewer construction, maintenance, and repair services throughout Stafford County as requested by the County. Work may take place during regular business hours and on an emergency basis, in accordance with the Utilities On-Call Construction General Conditions and the Stafford County Department of Utilities Water and Sewer Design and Construction Standards (WSDCS), all applicable County, State, and Federal requirements, and the most current edition of the Virginia Department of Transportation (VDOT) Road and Bridge specifications, where applicable. The WSDCS contains an Approved Products List. Bidders are encouraged to use and base their pricing on products provided in the list, however, Bidders may submit alternative products for approval in accordance with the Bid Form. The successful Bidder shall furnish a Performance Bond for any Work Order Sum that is $100,000 or more in an amount equal to one hundred percent (100%) of the Work Order Sum as security for the faithful performance of this Contract, and also a Labor and Material Payment Bond in an amount not less than one hundred percent (100%) of the Work Order Sum, as security for the payment of all persons performing labor and furnishing materials under this Contract. The Performance Bond and the Labor and Material Payment Bond shall be in separate instruments acceptable to the County, in accordance with State law and shall be delivered to the County not later than the date of execution of the Contract. The surety shall be such surety company or companies that are acceptable to the County and that are authorized to transact business in the Commonwealth of Virginia. The site of the proposed work is on County owned property, public streets, easements and/or other right of ways, as shown on the drawings and indicated in the Work Order. Bidders shall visit the site(s) and inspect the areas where improvements are proposed prior to submission of his/her proposal in response to a Scope of Work submitted by the County.
