Staff from the Community Development Department and the Gilpin County Planning Commission have been working since late 2022 to develop a new land use code. The draft code document is attached to this RFP for review. Gilpin County is located approximately 35 miles west of Denver in the mountains. Gaming is the primary industry for Gilpin County and represents approximately 50% of the total revenues for the County. Gaming occurs solely in the county's two incorporated cities of Black Hawk and Central City. The county is home to approximately 5,891 residents, the bulk of which live outside the two cities. The predominant land uses in the unincorporated county are state/federal land and single-family residential. The county has a limited amount of commercial/industrial land use around mid-county and the unincorporated town of Rollinvsille. This project will largely be funded through grant funds awarded to Gilpin County from the State of Colorado's Department of Local Affairs Strong Communities program. The project must be consistent with the goals of DOLA's Strong Communities grant program and the commitments the Gilpin County Commissioners have made via Resolution 23-89 which is attached to this RFP. Total project cost cannot exceed $100,000. Gilpin County reserves the right to reject any and all proposals for failure to meet the requirements herein, to waive any technicalities, and to select the proposal which, in the County's sole judgment, best meets the requirements of the project.
