Renovation of a military facility in Scotia, New York. Completed plans call for the renovation of a military facility.

This project is to remove an abandoned boiler that is corroded and starting to leak. The boiler needs to be removed, but not replaced. Currently, the cold-water supply to the boiler feeds two aircraft hangars. The cold water will need to be re-piped. The boiler is located on a mezzanine with the only access being a ~12 ft vertical ladder. The mezzanine contains other equipment nearby and below that shall not be damaged. Given the tight space in the boiler room, pictures may provide a clear view of the layout and the site visit attendance is strongly encouraged. The boiler dimensions are 59" x 163" x 83" and weighs close to 7,000 lb. The boiler make and model are Sellers BT-50-650. It is anticipated that the boiler will require dismantling through cutting/torch operations prior to removal from the mezzanine. Boiler is constructed of mostly steel. No asbestos is present. Some fiberglass insulation may be present. A site visit is scheduled for Thursday 11 January 2024 at 1:00PM. In order to schedule, please contact 109.AW.FAL.MSC.Contracting@us.af.mil.Contractors will meet at the Civil Engineering Building 25, 1 Air National Guard Rd, Scotia, NY 12302. BASE BID 1.1. Contractor shall give a minimum of one week's notice before the work begins. 1.2. Contractor shall not shut down any utilities without letting COR know. Do NOT contact craftsmen or production control directly. Contractor is to work with the COR to schedule a utility shutdown. 1.3. Contractor shall remove non-hazardous boiler water from the system into the sanitary drain. Contractor shall supply all hoses, and/or containers required to drain the system. 1.4. Contractor shall cut out and dispose of the existing boiler shown in the figures below. 1.5. Contractor shall remove and recycle/dispose of existing expansion overhead tank. 1.6. Contractor shall remove and recycle/dispose of circulators, associated controls, and electrical hookups. 1.7. Contractor shall replace all existing boiler isolation valves. 1.8. Contractor shall cap-off the vent lines at the first joint from the ceiling (as high as possible). 1.9. Supply piping must be reconnected with outlet piping to allow flow through this location after the boiler has been removed. Current isolation valves may not be functional and hold water, therefore portions of the building may require draining. If building requires draining, work may have to occur on an alternating work schedule (AWS) day. An AWS day is an alternating "off" Friday where most base personnel are not at work. 1.10. Any piping and wiring shall be properly terminated and not present tripping hazard 1.11. Contractor shall provide all equipment necessary to perform the work including any lifts, hoists, rigging, and PPE. 1.12. At the conclusion of work, the Contractor shall fill out and sign a form DD1354 to signify the acceptance of the project by ANG and authorize the capitalization of the asset. The Project will not be approved past 95% payment without the DD1354 completed and ready for signature. Draft DD1354 is attached (Fill out the company information and the line cost per building. Line cost must add up to the project cost). 1.13. Contractor shall dispose, or recycle, all trash and debris incurred during project construction, off-base at an authorized recycle or disposal site by local, state, and federal requirements. 1.14. For metal, and only metal, Contractor shall use the metal recycling dumpster at the base. The dumpster is located on the other side of the base, about 0.4 miles from the work site. Contractor will need to haul the debris to the metal dumpster. 1.15. Contractor to utilize extreme caution not to damage two functioning boilers, or any other surrounding equipment, on and below the mezzanine. This includes all associated controls, piping, vent lines, etc. 1.16. Contractor may be required to obtain specific base permits, such as a hot work permit (if torch is used), prior to beginning work. 2. BID OPTION 2.1. Remove the Ingersoll Rand compressor and associated ducts, piping, and the drier located on the same mezzanine. 2.2. Cap off the ducts and opening closest possible to the wall and ceiling. 2.3. Insulate the opening to at least R-21. 2.4. All the recycling, debris removal, and paperwork requirements from BASE BID apply to the BID OPTION.
