Renovation of a military facility in Scotia, New York. Completed plans call for the renovation of a military facility.

This project is to upgrade some of the heating, ventilation, and air conditioning (HVAC) digital direct control (DDC) technology in Building 2/2A at the 109th Airlift Wing located in Scotia, NY. The 109th Airlift Wing utilizes Johnson Controls Metasys technology. Specifically, there are five N2 field controllers located on various pieces of equipment throughout the building that require an upgrade to building automation and control network (BACnet) Master Slave Token Passing (MS/TP). In addition to the field controller replacements, the base is seeking to have one new M4-SNE10501 network engine purchased and installed in the mechanical room of Building 2A. Please pay close attention to the SOW as there are two different proposal avenues requested. Within the solicitation there are also specific instructions to all Offerors to further clarify. If the offeror is providing both proposals, please provide only one copy of the projects requested within the evaluation criteria of the solicitation. Please send all questions and proposals to 109.AW.FAL.MSC.Contracting@us.af.mil. The magnitude of this project is Betw een $25,000 and $100,000. Bid guarantee is not required. IAW FAR 28.102-1 (b) a contractor w ill submit a payment bond if the contract is greater than $35,000. The Project shall be completed within 14 days following Notice to Proceed. ALTERNATE PROPOSAL: The Government has a used NAE5510-2 network engine that we no longer have a use for. This alternate proposal will be for the Contractor to provide alternate pricing for the base quote, in exchange for a used NAE5510-2 network engine from the Government. If Contractor does not wish to pursue this alternative proposal, please only supply pricing to the base quote for this project with no receipt of engine. OPTION 1: Contractor to provide pricing for one new M4-SNE10501 network engine. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
