INTRODUCTION
McKinley County (hereinafter referred to as "County"), as contracting authority is issuing this request for proposal. The Greater Gallup Economic Development Corporation (hereinafter referred to as "GGEDC") will serve as project manager and will oversee project implementation including contractor oversight and management. The County seeks qualifications from interested firms that are capable of providing planning, architectural, engineering, and other related services for the development of a Commercial Truck Testing Technology Complex (Autonomous Vehicle Test Tract Facility) in McKinley County, New Mexico. EXECUTION OF AGREEMENT AND NOTICE TO PROCEED TBD The contract period will begin upon Notice to Proceed, through June 30, 2024 and shall auto-renew for up to three (3) additional one year terms under the same terms and conditions. McKinley County reserves the right to accept or reject any or all proposals and to waive all formalities. The Procurement Code, Sections 13-1-28 Through 13-1-199, NMSA, 1978 imposes civil and criminal penalties for code violations. In addition the New Mexico criminal statutes impose felony/penalties for illegal bribes, gratuities and kickbacks.
