The scope of work generally includes traffic signal improvements i.e., traffic signal video detection, traffic signal radar detection, controller timing adjustments, and other construction elements associated with traffic signals. The bid will be for furnishing all labor, materials, supervision, and services associated with the Exeter Township Signal Detection Upgrades Project. The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Pennsylvania Department of Transportation, and Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which has been entered into by Exeter Township, and the Commonwealth of Pennsylvania. The agreements obligate Exeter Township to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBIDtm at https://pennbid.bonfirehub.com/. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda and posted within PennBidís ìDocumentsî tab. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bids will have a tentative award date of February 12, 2024. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of Exeter Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Exeter Township. There is no pre-bid meeting scheduled for this project advertisement. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Exeter Township Board of Supervisors reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
