The bidder's security shall be in the amount of five percent (5 %) of the bid and shall be in the form of a cashier's check or a certified check drawn. The City Council of the City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter into such contracts as it deems to be in the best interest of the City.
