The work is in one (1) Contract and consists of the following generally described work: CONTRACT 23-01 - 1,000,000 GALLON PRESTRESSED CONCRETE GROUND LEVEL TANK, FOUNDATION AND APPURTENANCES o 1,000,000 Gallon Prestressed Concrete Ground Level Tank o Miscellaneous Piping and Site Work o Temporary Access Road. The allotted time for construction of this Contract is 120 calendar days. Liquidated damages for non-completion are $1,000 per calendar day. This project is being supported with Treasury, Coronavirus State and Local Recovery Fund grant funding; therefore, certain restrictions and other federal requirements attach to this opportunity. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. Mutually agreed upon time extensions may be made if necessary. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders. In compliance with TCA 12-4-126(a) and (b) the ENGINEER will not issue addenda less than forty-eight (48) hours before the bid opening date and time; further, any questions concerning the bid documents shall be received by the ENGINEER before ninety-six (96) hours prior to the bid opening date and time. The successful bidder is required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary. Bids received from bidders who have not attended the Pre-Bid Conference and signed the attendance sheet at the meeting will be considered nonresponsive. Alternatively, the prospective bidder shall list previous, specific experience on projects completed for the Morristown Utility Commission in the past ten (10) years.
