Sacramento County Department of Airports (SCDA) invites qualified firms to submit proposals for the replacement of the existing PARCS at Sacramento International Airport, including the phase-out of the existing system, procurement of new hardware, installation, and operation and maintenance of the new system. The purpose of this solicitation is to enter into an agreement with a qualified contractor to provide for the installation, operation, and maintenance of a new PARCS to both modernize the parking environment at SMF and ensure continued parking operations after the expiration of the agreement for services concerning the existing PARCS. The County of Sacramento (County) Department of Airports (Department) owns and operates Sacramento International Airport (SMF). The Department is issuing this Request for Proposals (RFP) to solicit proposals from prospective contractors (Proposers) for the installation, operation, and maintenance of a new Parking Access and Revenue Control System (PARCS) at SMF. Beginning Summer 2024, the Department will be embarking on its major capital improvement program for SMF. Future expansion projects anticipated to affect the PARCS are: A pre-booking reservation system, a solution which will be procured in a separate RFP. A new parking garage which will add an estimated 5,500 additional parking spaces - procurement and installation of PARCS equipment will be the responsibility of the awarded Proposer as an additional project pending completion of the new parking garage, with terms subject to negotiation between the awarded Proposer and the County when applicable. In conjunction with several planned construction activities, the need for temporary mobile parking facilities is anticipated. The conversion of an employee parking lot to a reservation-based public parking lot. Labeled occupants of parking lot descriptions are subject to change. The County reserves the right to designate parking lots for different uses at any time The resulting agreement from this RFP will require the selected Proposer to perform all services required to install, operate, and maintain the new PARCS, including the phasing out of the currently installed system. The Department will expect the selected Proposer to work under the direction of the Department representative and coordinate as needed with other County departments, outside agencies, and interested stakeholders to perform the necessary tasks. The full Scope of Work (Scope) is included as Exhibit A within the sample agreement included as Attachment 2 to this RFP. The Scope in the awarded agreement is subject to negotiation by the Department with the selected Proposer depending on the details of their proposal. Attachment 9 contains a matrix of all PARCS equipment anticipated to be needed for this project. Attachment 10 contains drawings of parking facilities at SMF. The successful Proposer will be required to exhibit knowledge, competence, and experience with the following primary tasks: A. Design, implementation, and deployment of a readily upgradable, scalable, and modular PARCS. B. Removal and replacement of all existing PARCS lane and pay station equipment. C. Removal of all designated cashier booths described in the Scope, while preserving components for future use. D. Providing and installing all software, ancillary components, and materials to constitute a completely functional PARCS and Test Bed. The Test Bed will allow SMF staff and the awarded Proposer to test all PARCS equipment and integrations during upgrades and fixes. E. Providing, and monitoring the PARCS communication network, including provision of fiber and conduit, in a manner such that no single point of failure shall cause an operational failure of surrounding devices. The system will need to be remotely accessible by designated SMF staff.F. Performance of data backups and archiving. G. Development and implementation of a Disaster Recovery Plan (DRP) to prevent and mitigate data loss December 15, 2023, 2:00 P.M. Pacific Time: Deadline for submitting questions December 27, 2023, 12:00 PM Pacific Time:Deadline for RSVP to mandatory preproposal conference The Department intends to award an agreement effective in May or June 2024 to one (1) contractor. The anticipated agreement term is for ten (10) years, ending on June 30, 2034. There will be a site walk for in-person attendees for which there will be no substitute or replacement; Proposers who attend virtually will therefore not be afforded the opportunity to participate in the site walk to assist in the preparation of their proposals. Proposers who attend virtually hereby acknowledge and agree that not receiving a substitute or replacement for the site walk shall not be grounds for protesting an award pursuant to this RFP. Please e-mail Michael Winans at WinansM@saccounty.gov to attend the Mandatory Pre-Proposal Conference. Attendance requests will be accepted for the conference until 12:00 P.M. Pacific Time on December 27, 2023. The attendance request e-mail should include your firm's name and the names, phone numbers, email addresses of those who will be attending the conference, and their attendance format (i.e., in-person or virtual only). Only two (2) representatives from any one (1) Proposer will be allowed. Attendance will be verified using this information. Once an attendance request is received, Department staff will send the meeting information to all listed attendees. Failure to attend the mandatory pre-proposal conference virtually or in person shall result in automatic disqualification from consideration under this RFP. January 12, 2024: Addenda issued if necessary, including response to questions February 20 - 22, 2024: Mandatory interviews with the Top Proposers May 2024 :Selection recommendation presented to Board June 2024 :Anticipated effective date of Agreement with selected Proposer
