**As of March 13, 2024 project was awarded to Willkomm Excavating & Grading, Inc with an amount of 2,529,789.33. ** The work includes furnishing of all materials and equipment and performance of the following work, according to the Plans, Specifications and Contract Documents (PS & CD). This project is LRIP funded. The project consists of the roadway reconstruction of E Centralia St from east of the I-43 underpass to CTH H, McKenzie Lane from E Centralia Street to Proctor Drive, and construction improvements of the White River Bike Trail off-street bike path from CTH H to Proctor Drive. Work includes: Full roadway reconstruction - including excavation common, dense-aggregate base, curb and gutter, and asphalt paving - watermain replacement on E Centralia Street (including horizontal directional drilling), sanitary sewer replacement over stretches of both E Centralia Street & McKenzie Lane (also including horizontal directional drilling), spot replacement and addition of storm sewer on both E Centralia Street and McKenzie Lane. Additionally, the project will include manhole adjustments, concrete and asphalt driveways, new street signage installation, pavement marking, and erosion control, among other items. Also included under this project is an additional bid for the construction of speed humps on MacLean Road from Oakwood Lane to Glenridge Lane. Work will include milling of the existing surface, asphalt for the construction of the speed humps, miscellaneous stone for shoulder adjustments at location of the new humps, traffic control, and new signage and pavement marking. Major work items for the Base Bid and approximate quantities include: 12,400 SY of asphaltic surface removal, 4,300 Tons of asphalt, 14,000 Tons of Base Aggregate, 6,400 LF of Concrete Curb and Gutter, 350 feet of storm sewer pipe, 1,400 feet of sanitary sewer and lateral pipe, 2,700 feet of watermain pipe, with horizontal directional drilling, hydrants, and landscape restoration. A Bidders qualification statement form will be issued with the Bid Documents. The Bidders Qualification Statement form must be completed and submitted online along with the bid submittal. No bids will be accepted from any Bidder who has not submitted a Bidders Qualification Statement form. Contractors who have submitted prequalification statements to the City of Elkhorn, for this calendar year and for work specific to this project, shall state this on their Bidders Qualification Statement form and prequalification forms will be reviewed. The City of Elkhorn encourages DBEs, including MBEs and WBEs, to submit bid proposals. The Owner reserves the right to reject the bid of any Bidder who has been determined to be unqualified. As a part of their Bids, Bidders shall submit a full and complete list of: 1) all of the proposed Subcontractors, and 2) the class of work which each will perform. The selected Contractor shall not alter this list without the written consent of the Owner. The PS & CD require that the selected Contractor and Subcontractor(s) furnish a Certificate of Insurance. All Bids shall be accompanied by Bid Security in the form of a Bid Bond, payable to the City of Elkhorn, in the amount equal to five percent of the bid. Prospective bidders must be on the plan holders list through online for bids to be accepted. Bidders may not withdraw their bid within the 90-day period after the date of the bid opening. The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any proposal, which they deem most favorable to the interests of the Owner.
