Site work and new construction of a mixed-use development in Fort Benning, Georgia. Completed plans call for the construction of a 15,845-square-foot pre-engineered storage facility; military facility; for site work for a pre-engineered storage facility; and military facility.

Design / Build: This project requires the design and construction of a new, single-story Pre-Engineered Metal Building with a lower entrance annex and associated appurtenances including but not limited to pavements, utilities, lighting, communications, and other supporting infrastructure. Additional details are provided within each corresponding section. In general, the new facility shall contain the following: Vestibule, Lobby, Corridors, storage rooms Two K-9 rooms Six Fishbowl rooms Building systems include restrooms, janitor closet, telecommunications room, electrical room, and mechanical equipment room. Catwalk system suspended from roof structure. A complete electronic security and surveillance system Design/Build: The Contractor shall provide all labor, equipment, supplies, and consultant services and all site investigations, surveys, analysis, sampling, testing and verification of existing field conditions as required for design and construction of a new Fishbowl Training Center (FBT) within the ICE, Advanced Training and Operations Complex (ATOC) at Ft Moore, Georgia. Contractor shall provide complete design analysis incorporating all engineering computations, analysis, test, and survey results, building code (including fire protection, life safety, and environmental) review as it pertains/affects/relates to this project, equipment and material data and documentation of existing conditions. In general, the new facility shall contain the following: o Vestibule, Lobby, Corridors, storage rooms o Two K-9 rooms o Six Fishbowl rooms o Building systems include restrooms, janitor closet, telecommunications room, electrical room, and mechanical equipment room. o Catwalk system suspended from roof structure. o A complete electronic security and surveillance system SCOPE OF WORK The contract is divided into the design effort and the construction effort of the work. 1.3.1 GEOTECHNICAL ANALYSIS General Contractor to provide the geotechnical investigation of the site. 1.3.2 ENVIRONMENTAL 1.3.2.1 An Erosion and Sediment and Pollution Control (ESPC) Plan is required. The ESPC Plan must be prepared by someone who has completed the Georgia Soil and Water Conservation Commission (GSWCC) Level II Erosion and Sediment Control certification course with current certification. 1.3.2.2 STORMWATER (ENVIRONMENTAL) Do not discharge stormwater from construction sites to the sanitary sewer. If the water is noted or suspected of being contaminated, it may only be released to the storm drain system if the discharge is specifically permitted. Obtain authorization in advance from the Installation Environmental Office for any release ofConstruction General Permit Provide a Construction General Permit as required by 40 CFR 122.26 or the State of Georgia General Permit. Under the terms and conditions of the permit, install, inspect, maintain BMPs, prepare stormwater erosion and sediment control inspection reports, and submit SWPPP inspection reports. Maintain construction operations and management in compliance with the terms and conditions of the general permit for stormwater discharges from construction activities. 1.3.2.4 Stormwater Pollution Prevention Plan Submit a project-specific Stormwater Pollution Prevention Plan (SWPPP) to the Contracting Officer for approval, within 30 days of Contract Award and prior to the commencement of work. The SWPPP must meet the requirements of 40 CFR 122.26 and the Georgia State General Permit for stormwater disch The RFP states, "All questions regarding the solicitation must be submitted via email to the CO and CS at Tony.ross@ice.dhs.gov and Keara.L.Jacobs@associates.ice.dhs.gov no later than Thursday, June 13, 2024, by 5:00PM EST (using format via Attachment 6).
