The Town of Provincetown (the "Town") invites proposals from appropriately licensed and qualified multi-disciplinary teams (the "Consultant" or "Proposer," as the context requires) to provide professional services to the Town to develop a town-wide Coastal Resilience Plan. The Coastal Resilience Plan (the "CRP" or "Plan") will serve to analyze risks to the Town's population, housing stock, public infrastructure, economy, civic spaces and historic and natural resources, and propose projects for specific locations, recommended priorities and implementation timeframes, along with guidelines for implementation and project costs. The plan will also include Coastal Resilience Planning Policies covering adaptation and armoring policies for low-lying and eroding areas. Protection and adaptation strategies shall also be developed, particularly for the central downtown area and the Provincetown Historic District. The Plan should create a roadmap for community-wide coastal resilience, with in-depth considerations for sea level rise, storm surge / storm tide pathway projections, and erosion at multiple time intervals (2035, 2050, and 2100). For our critical infrastructure, plans and infrastructure that can be adapted over time to outlast 2100 would also be beneficial to include century to century longevity for coastal resilience. The Town envisions a robust community planning process with the goal of building consensus to support innovative infrastructure projects, as well as policies, bylaws, and regulations, which will improve the Town's resilience to the impacts of climate-change driven sea level rise and coastal storms. The selected Proposer should possess the expertise and skill set needed to successfully complete all components of the project including, but not limited to, community engagement and planning, urban design, architecture, landscape architecture, graphic design, civil engineering, coastal resilience planning, hazard mitigation planning, project management, skills in written and oral communication. Refer to Part Two of this RFP for the proposed Scope of Services. The contract awarded pursuant to this Request for Proposals is exempt from the provisions of the Massachusetts Uniform Procurement Act, G.L. c.30B, and Designer Selection Law, G.L. c.7C, 44-58. Consultant Fee: The Town has established a not-to-exceed budget of $300,000.00 to complete the Plan, appropriated by Article 9B of the 2023 Annual Town Meeting. . Incomplete proposals and proposals submitted after that date and time will be rejected. The submitted proposals will be opened and the names of the submitting proposers will be recorded. Faxed or electronic proposals will not be accepted. Note that overnight carriers do not deliver to Provincetown in the morning. If using Fed-Ex, USPS Express Mail, UPS Overnight, DSL or similar carriers, please allow at least two days for delivery. This will also be an opportunity to tour the Provincetown Harbor waterfront and current low-lying areas that are prone to coastal flooding.Questions regarding the RFP and/or technical requirements may be addressed in writing to Timothy Famulare, Community Development Director at 260 Commercial Street, Provincetown, MA 02657. Questions may be hand delivered, mailed, or emailed to tfamulare@provincetown-ma.gov by Thursday, February 22, 2024, at 12:00 p.m. Responses to any such questions will be issued as an Addendum to this RFP and will be mailed or e-mailed to all parties who have requested a copy of this RFP. The Town reserves the right to cancel this RFP, or to reject in whole or in part any and all proposals, if it is determined to be in the best interests of the Town to do so. The award of the contract to the successful proposer is contingent upon an appropriation of sufficient funds. After proposals are opened, a proposer may not change any provision of the proposal in a manner prejudicial to the interests of the Town or fair competition. Minor informalities will be waived or the proposer will be permitted to correct them. If a mistake and the intended proposal are clearly evident on the face of the proposal forms, the mistake will be corrected to reflect the intended correct proposal, and the proposer will be notified in writing; the proposer may not withdraw the proposal. A proposal may withdraw its proposal if a mistake is clearly evident on the face of the proposal forms, but the intended correct proposal is not similarly evident. The contract period shall be from the Notice of Award until completion of the project, which is anticipated to be a twelve (12) month project. The successful proposer must execute the contract within ten (10) business days of the Town's delivery of the contract in substantially the form attached hereto as Attachment E. In the event the successful proposer fails to execute the contract in a timely manner, the Town reserves the right to rescind the award, and to make a new award to the next most advantageous proposer. The method of Contractor Selection has not been Determined at this time.
