The Village of Park Forest anticipates contracting for the furnishing of all equipment and labor to conduct mowing, trimming and related lawn maintenance operations for the 2024 season in and around Park Forest. The quantities, frequencies or operations listed are to be considered as minimum standards and do not limit the Contractor's responsibility to provide a quality finished product. This contract will be in effect for the 2024 mowing season and may be renewed for two additional years, with the agreement of both the Village of Park Forest and the contractor. General Conditions: 1. This contract will be in effect for the 2024 mowing season and may be renewed for two additional years, with the agreement of both the Village of Park Forest and the contractor. The Village reserves the right to suspend mowing operations or to increase the mowing interval should hot, dry weather slow turf growth. The contractor shall not commence work under this contract until they have obtained and presented proof of all insurance required under this section. Said policies shall not be canceled, permitted to expire or amended without ten (10) days advance notice to the Village. The successful bidder shall carry and maintain the required insurance as outlined in attached IRMA Insurance Guidelines. 2. In the event of accidents of any kind, the contractor shall furnish the Village with copies of all reports at the time as such reports are forwarded to other interested parties. 3. The contractor shall provide and maintain all necessary precautions for the protection of pedestrians, vehicular traffic, public and private property. 4. The contractor hereby waives and releases any and all liens or claims of lien on the premises or funds of the Village 5. The contractor shall sublet no part of the work without consent of the Village. 6. All phases of the Lawn Maintenance Contract operations will be subject to the direction of the Director of Recreation, Parks & Community Health or his representative. 7. The Village reserves the right to terminate this contract at its own discretion if the work, in its judgment, is not proceeding at a satisfactory rate or is not being performed in a satisfactory manner. 8. The Village guarantees to award the successful bidder all work required under this contract, but reserves the right to assign the work to others subject to conditions in paragraphs 6 and 7 above. Area # 12 - #17 - Season long maintenance: Mow turf to 3 - 3 1/2 inches every 2 -3 weeks or as directed; evidence of scalping will not be accepted. Mowing shall include complete clean-up of grass clippings from sidewalks and paved surfaces. Grass clippings need not be collected from the turf as it is mowed. Each mowing will include string trimming around all light/sign posts, curbs and gutters (note: gutters to include the bottom portion of the curb to the asphalt joint). All applications of chemical weed control must be approved by the Director of Recreation, Parks & Community Health, or the designated representative, and applied by a Licensed Applicator or a Licensed Operator under proper supervision. See the attached Pesticide Reduction Policy. Area # 12 consists of the sloped turf areas on the east and west sides of Orchard Dr. This includes the slopes immediately adjacent to the Old Plank Road Trail. Farther south on the east side of Orchard Dr. this extends nominally from North St. to the south side of the CN tracks where the private property begins. On the west, of Orchard Dr. this area extends from the south edge of the Ludemen Center south along the settling lagoon to Westwood Drive. Additionally, at the intersection of South and North streets - mow a "sight triangle" of 25 feet and an 8-foot strip along North St. to Orchard Dr. Area # 13 (mow every 10 - 14 days) consists of the parkway on the south side of Rt. 30 from the northeast corner of Indiana St. east on RT. 30 to Olympia Fields. Work includes managing all vegetation that may grow under and in between the fences. Note: At Rt. 30 and Orchard Dr., mowing is to include the Park Forest monument sign erected on the Calvary Church property. Mow the full width along the frontage necessary to include the sign and its landscaping. Also included is the vacant land adjacent 230 Farragut and the west side of Western Avenue from Olympia Fields, south to the Old Plank Road Trail. Area # 14 consists of the parkway on the north side of 26th St. from the end of the Ash Street Co-op (210 Allegheny) to the east side of the intersection of Allegheny St. and 26th St. (314 Allegheny). Area # 15 consists of all portions of the parkways (both sides) on Tamarack St. from Monee Rd. to Crawford Ave. that are vacant of houses. Note: areas where brush and scrub have been cut back are not included. All areas with turf grass are. Walks, and top and bottom of curb are to be kept free of weeds. On the north side of the intersection with Crawford Ave, mow a "site triangle" at Tamarack and Crawford so that oncoming traffic from the north on Crawford Ave. can be readily observed. Additionally, mow the east roadside of Crawford Ave. from its intersection with Stunkel Rd., north for approximately 2,600 ft., to the first private property line. Additionally, mow the north side of Stunkel Rd. from its intersection with Crawford Ave., east for approximately 1,000ft. Area #16 consists of property immediately south of the entrance drive to the Fire Training Site on North Orchard Dr., approximately 290 ft. south to Cunningham Ln. Mow east from Orchard Dr. approximately 225 ft. Area # 17 consists of various areas and cul-de-sacs throughout the Village as listed on the Bid Form. Note: Additional areas may be added or deleted through the season Area # 18 consists of various lots and commercial properties throughout the Village as listed on the Bid Form. Do not mow around fallen branches and trash. As noted previously, these are to be picked up and carried off site. Large piles of trash, fallen limbs and brush piles may be invoiced separately. The address and pictures documenting the trash and debris must be submitted with each separate invoices. These are predominantly empty lots. Please note those with structures as noted. Note: Additional areas may be added or deleted through the season Bidders are expected to make themselves thoroughly familiar with the work through onsite inspection and to provide a written narrative describing how the work will be conducted and the equipment that will be used throughout the season. Contractors are to bid on seven separate areas, each containing multiple addresses or locations. The contract will be awarded on consideration of the bid amount for each area, the written narrative and the response from the references provided. It is the Village's intent to award this contract to a single bidder, but does reserve the right to award the contract in its best interest. Prevailing Wage must be paid where applicable to this contract. The Village reserves the right to reject any or all bids, to waive any technicality and to accept any bid deemed to be in the best interest of the Village. The successful bidder shall carry and maintain the required insurance as outlined in attached IRMA Insurance Guidelines.
